City Council on June 26, 27, 28 and 29, 2018, adopted the following:

1.  City Council appoint Chris Murray to the position of City Manager for the City of Toronto, effective August 13, 2018, subject to an agreement of employment terms prior to this date, with all the powers and duties imposed upon the City Manager by Article 1 of Chapter 169, City Officials, of the City of Toronto Municipal Code, and as Chief Administrative Officer under Section 140 of the City of Toronto Act, 2006.
 

2.  City Council authorize the Mayor to negotiate the terms and conditions of employment for Chris Murray based on mutually satisfactory terms and reflective of the City's employment and compensation policies, and to execute any related documents as necessary.
 

3.  City Council authorize the City Solicitor to introduce the necessary by-laws to give effect to City Council's decision.
 

4.  City Council authorize the public release of the Chris Murray's biography.

I currently administer a $2.2B public service program that employs approximately 7800 full and part time staff delivering 72 core services in a highly unionized environment. Much of my success can be attributed to the time spent building productive relationships with elected officials, staff and other community leaders using a wide variety of communication and engagement techniques. A 2017 survey of management and frontline staff indicate a high level of commitment to the City and its citizens, support for a diverse workforce, but also a noteworthy intolerance for low performers.

The role involved both service manager and housing provider responsibilities.  This included overseeing 200 staff; establishing our provincially recognized Hostels to Homes Program, which housed men homeless in excess of 200 days; and leading a review of our shelter system which resulted in streamlining of policy and service.

Acting Director Red Hill Valley Project

This temporary project office and role was established to effectively plan, design and build a project that had been in the works since the 1950s. As director I was front line in working with legal staff to prevail over the federal government’s attempt to misapply the Canadian Environmental Assessment Act. This role required me to manage the resources to deal with the widely publicized civil disobedience that came with this project. Foundational to ending this dispute was my work with Haudenosaunee leaders over a six-month period leading to eight culturally sensitive agreements. Construction began in 2003, the road opened in 2007.
