Community Council Decision
Etobicoke York Community Council:
1. Directed staff to schedule a community consultation meeting for the lands at 1197 The Queensway and 8 Zorra Street together with the Ward Councillor.
2. Directed that Notice for the community consultation meeting be given to landowners and residents within 500 metres of the site, and expanded in consultation with the Ward Councillor, with the additional cost to be borne by the applicant.
3. Directed that Notice for the public meeting under the Planning Act be given according to the regulations of the Planning Act.

Summary
This application proposes to amend the former City of Etobicoke Zoning Code (Site Specific By-law No. 514-2003) to permit a 13 storey (39 m in height, excluding the mechanical penthouse) mixed-use building containing 159 dwelling units at 1197 The Queensway and 8 Zorra Street. The development would have a total gross floor area of 13,110 m², including 347 m² of retail space at grade. A total of 118 parking spaces within a 3 level underground parking garage are proposed.
This report provides preliminary information on the above-noted application and seeks Community Council's directions on further processing of the application and on the community consultation process.
On March 6, 2018, the applicant appealed this application to the Ontario Municipal Board citing City Council's failure to make a decision on the application within the timeline required by the Planning Act.
A community consultation meeting to be scheduled by staff in consultation with the Ward Councillor is intended to be held in the second quarter of 2018. In a non-election year, a Final Report and statutory public meeting under the Planning Act to consider this application would be targeted for the fourth quarter of 2018 (this target assumes the applicant would provide all required information in a timely manner). However, it is anticipated that the statutory public meeting under the Planning Act will be held in the first quarter of 2019, once Etobicoke York Community Council reconvenes following the election.

That Etobicoke York Community Council adopt the recommendations contained in the report (March 13, 2018) from the Director, Community Planning, Etobicoke York District, with Recommendation 2 amended to read as follows:
