City Council Decision

City Council on June 26, 27, 28 and 29, 2018, adopted the following:

 

1. City Council direct the City Manager to request an emergency meeting with the Toronto Police Service, Toronto Community Housing Corporation and appropriate staff to determine what additional resources are needed to take immediate steps to address the spike in gun and gang violence in our City and ways the Federal and Provincial Governments can further assist to implement an expedited sustainable community policing model for our City, and to report back to the July 23, 24 and 25, 2018 meeting of City Council on the outcome of the meeting.

 

2.  City Council request the Province of Ontario to amend the Highway Traffic Act and the Civic Remedies Act 2001 to prohibit driving in a motor vehicle in which there is an unlawfully possessed handgun, which would include vehicle seizure, licence suspension and increased fines.

 

3.  City Council request the Federal Government to strengthen firearms control legislation (Bill C-71) to allow municipal police services access to legal firearms sales records, like current regulations in the United States.

 

4. City Council request the Mayor to communicate with both the Government of Canada and the Government of Ontario to request that a complete and expeditious review be conducted of the guidelines and procedures applicable to persons:

 

a. already on bail; and/or

 

b. previously convicted of offenses involving the possession or use of illegal firearms; and/or

 

c. previously convicted of the use of a firearm in the commission of a crime;

 

with the objective of changing such guidelines or procedures in whatever manner may be necessary to make clear the community's view that such persons should not be granted bail and should remain in custody until the charges have been disposed of by the judicial system.
