TD7.3 - City Planning - 2018 Rental Housing Market Conditions in Toronto

Committee Decision
That Tenant Issues Committee recommends to Executive Committee that:
1. City Council request the City Solicitor and Acting Chief Planner and Executive Director, City Planning to report to Planning and Growth Management Committee and Tenant Issues Committee on any planning and/or legal authorities that are available which would permit the City to impose conditions for affordability for rented laneway housing.
2. City Council direct the Deputy City Manager, Cluster 'A', to report to the first meeting of Tenant Issues Committee in 2019 on a cross-divisional strategy to make rental housing more affordable for Torontonians.
3. City Council direct the Acting Chief Planner and Executive Director, City Planning to report on measures to secure tenancy for renters in apartments with less than six (6) units in the second quarter.

Summary
City Planning will provide an overview of current conditions in Toronto's rental housing market. The presentation will review key data and trends in rents, vacancy rates, the stock of rental housing, proposed and under construction rental units, and other metrics to understand the rental housing context in the City.
