Community Council Decision

Scarborough Community Council:

 

1. Directed Transportation Services and Engineering Construction Services and required Divisions to install Traffic Control Signals on Scarborough Golf Club Rod at Confederation Drive and:

 

a. that the installation, construction, planning, design and electrification be completed in 2020; and,

 

b. that all the required Divisions add this project to their 2020 project list for completion in 2020.

Summary

Since 2014 I have requested that Traffic Control Signals be installed at Scarborough Golf Club Road at Confederation Drive and my latest request was made in July 2019 with the study reporting back in the negative once again.  The 4 lane arterial road is a busy avenue in the community connecting all the major arterial roads in the Ward including Ellesmere Road, Lawrence Avenue East and Kingston Road.  It is a heavily used at a high volume and at a high speed.

 

It is with regret that a fatality occurred at the intersection on September 24, 2019 when 17 year old resident attempted to cross the 4 lane road and was unfortunately struck.  It should be noted that on the day after the fatality police and news media were on site, their presence did not defer cars from passing with high speeds of 80km/hr in the 50 km/hr zone as they passed the accident site to the surprise of those at the scene. The community has been voicing there concerns for some time we need to act and install the much needed traffic lights.

 

The site lines at the intersection can also be tricky as just south of the intersection the road narrows, motorists tend to speed into the opening lane passing other vehicles coming upon this intersection quickly.    Having a signalized traffic light at this location would slow down motorists and create a safe environment for the many residents of all ages who cross to reach the services located on both the east and west side of Scarborough Golf Club Road; including schools, Cedar Brae Library, community Mosque, Cedarbrae Community Centre, community parks and other needed amenities.
