Summary

This staff report is about a matter that Community Council has delegated authority to make a final decision.

 

Transportation staff have reviewed the need for traffic calming on Vradenberg Drive, between Lowcrest Boulevard and Wishing Well Drive and on Lowcrest Boulevard, between Warden Avenue and Cloverleaf Gate. The request is as a result of the Councillor and residents' concerns regarding the speed of vehicles. Our assessment indicates the criteria as set out in the Traffic Calming Policy has not been satisfied on either street. Therefore, traffic calming should not be installed on Vradenberg Drive or Lowcrest Boulevard.

                

Transportation staff have also reviewed the feasibility of prohibiting U-turns on Vradenberg Drive, between Lowcrest Boulevard and Ashglen Court and determined that installation of a U-turn prohibition will reduce conflicts between all users and improve safety along this section of Vradenberg Drive in the vicinity of Vradenberg Junior Public School.

Motions

1a - Motion to Amend Item moved by Councillor Jim Karygiannis (Redundant)

That Scarborough Community Council direct the following:

 

1. Waive the petition and polling requirements of the Traffic Calming Policy and authorize the installation of traffic calming on Vradenberg Drive, between Lowcrest Boulevard and Wishing Well Drive, and Lowcrest Boulevard between Warden Avenue and Cloverleaf Gate.

 

2. Direct the City Solicitor to prepare a by-law to alter the roadways of Vradenberg Drive, between Lowcrest Boulevard and Wishing Well Drive, and on Lowcrest Boulevard, between Warden Avenue and Cloverleaf Gate, for traffic calming purposes, generally as shown in the Location Plans in Attachment 3, entitled, "Traffic Calming and U-Turn Prohibition Review - Vradenberg Drive" and Attachment 4, entitled, "Traffic Calming and U-Turn Prohibition Review - Lowcrest Boulevard", attached to the report (April 29, 2019) from the Acting Director, Traffic Management, Transportation Services.

 

3. Direct Transportation Services to take the necessary actions to reduce the speed limit from 40 km/h to 30 km/h on Vradenberg Drive, between Lowcrest Boulevard and Wishing Well Drive, and on Lowcrest Boulevard between Warden Avenue and Cloverleaf Gate.

 

Motion 1a was ruled redundant due to the adoption of Motion 2 by Councillor Lai.


1b - Motion to Amend Item (Additional) moved by Councillor Jim Karygiannis (Redundant)

That staff be requested to investigate the feasibility of installing a 3-way stop sign at the intersection of Lowcrest Boulevard and Vradenberg Drive.

 

Motion 1b was ruled redundant due to the adoption of Motion 2 by Councillor Lai.

That consideration of the item be deferred to the June 25th meeting of the Scarborough Community Council.
