EX18.3 - Update on Metrolinx Transit Expansion Projects - Fourth Quarter 2020

City Council Decision

City Council on November 25 and 26, 2020, adopted the following:

 

1. City Council direct the Chief Planner and Executive Director, City Planning and the Executive Director, Transit Expansion Office to work with Metrolinx on the Durham-Scarborough Bus Rapid Transit project to identify and evaluate design alternatives that would minimize and mitigate impacts to the neighbourhood areas on Ellesmere Road between Military Trail and Kingston Road.

 
2. City Council direct the Chief Planner and Executive Director, City Planning and the Executive Director, Transit Expansion Office to report back with the final recommended design for the Durham-Scarborough Bus Rapid Transit project prior to the completion of Transit Project Assessment Process.

 

3.  City Council request the Chief Planner and Executive Director, City Planning, and the Executive Director, Transit Expansion Office to work with Metrolinx to provide CreateTO and City Planning with the following:

 

a.  information on the Ontario Line above-ground requirements at Don Mills Crossing to allow the two Housing Now sites at Science Centre Station to proceed to Request For Proposal in early 2021; and

 

b.  information so the City of Toronto and the Toronto District School Board can proceed with their land exchange for the City property in the Don Mills area and the Toronto District School Board property at 200 Poplar Road (Ward 24, Scarborough-Guildwood).

 

4.  City Council direct the Executive Director, Transit Expansion Office to request the following from Metrolinx, and to report to the January 27, 2021 meeting of the Executive Committee on:

 

a.  the analysis to arrive at the economic business case and the impacts that the Ontario Line will have on individuals, businesses, and communities in proximity to the rail corridor that will be disrupted while construction is occurring as well as the disruption during the ongoing Ontario Line operations;

 
b.  the analysis and supporting information used to develop the Preliminary Design Business Case and how far the mitigation measures for the impacts have been advanced;
 

c.  the detailed studies that have been done to address the impacts to residences and businesses directly adjacent to and within 60 metres on either side of the GO rail corridor in the Riverside and Leslieville areas to assess noise and vibration, including a map of where monitoring devices have been placed and the current readings and their comparison and whether readings were assessed using standards such as the Ministry of the Environment and Climate Change's “Environmental Noise Guideline - Stationary and Transportation Sources - Approval and Planning” and how the readings exceed the requirements noted in the Canadian Transportation Agency’s “Rail noise and vibration: Requirements for railway companies”; and

  

d.  the Rail Corridor Risk Assessment and Management Study for the above grade portion of the Ontario Line, with a focus on areas where residences are in close proximity to the proposed rail corridor.

 

5.  City Council direct the Executive Director, Transit Expansion Office to report to the January 27, 2021 meeting of the Executive Committee to:

 

a.  provide estimated capital construction costs for the Ontario Line to run below grade from East Harbour Station to the point where it is proposed to run below ground north of Gerrard Street East;

 

b.  provide Metrolinx's response to City Council's request that Metrolinx consider alternatives for the technology and station locations and alignment, including placing underground the section of the Ontario Line from East Harbour Station to Gerrard Street East, in the environmental assessment process for the Ontario Line;

 

c.  recommend language that would help protect business operations that could be included in all Metrolinx tendering documents and contracts as well as in all City of Toronto issued permits; 

 

d. provide Metrolinx’s response to City Council’s request calling on Metrolinx and the Province to Compensate Small Business owners for 9 years of construction obstruction to the operation of their businesses on the Eglinton Crosstown LRT Route; and

 

e. report on the problems encountered by Metrolinx in connecting the Eglinton Station with the new Eglinton Crosstown Line and the delays this may cause in opening the New Crosstown Line.

 

6.  City Council direct the Executive Director, Transit Expansion Office, in consultation with the General Manager, Parks, Forestry and Recreation, to secure consultant services necessary to create, inventory and assess the impacts on City-owned trees and recreational facilities adjacent to the Metrolinx right-of-way for the proposed above ground section of the Ontario Line as well as the GO expansion fourth rail from Gerrard Street East to Main Station.

 

7.  City Council direct the Deputy City Manager, Infrastructure and Development Services, and the Executive Director, Transit Expansion Office, to request from Metrolinx a detailed Consultation and Engagement Plan, that outlines how Metrolinx will engage with communities and businesses located in the vicinity of the Ontario Line.
 

8.  City Council request Metrolinx to consult with the Mayor’s Office and local Toronto City Councillors prior to alterations of roadways, issuance of notices to local residents, or commencement of negotiations with private developers for transit oriented developments.

 

9.  City Council direct the General Manager, Economic Development and Culture, in consultation with the Executive Director, Transit Expansion Office, to convene all interested local Business Improvement Areas and local Councillors who will be most affected by the Ontario Line construction to review the Eglinton Way Business Improvement Area's Business Improvement Area Construction Tool Kit: Lessons Learned From the Eglinton Crosstown to develop the components of local construction mitigation plans, related but not limited to, the effects of tunneling/works yards, surface excavation, utility relocation, dewatering, heavy equipment, station construction on business operations, and report to the Economic and Community Development Committee in the first quarter of 2021.

 

10. City Council forward the Item to the Toronto Transit Commission Board for its information.

That City Council receive Item TE19.58 for information and amend Item EX18.3 by adding the following:

 

1.  City Council direct the Executive Director, Transit Expansion Office, to report to the January 27, 2021 meeting of the Executive Committee to:

Summary

The purpose of this report is to provide an update on two Metrolinx Bus Rapid Transit (BRT) projects. This report also responds to several City Council directives related to Metrolinx's Ontario Line (which is part of the Province's Subway Program) and the Metrolinx GO Expansion Program.

 

Over the past several years, City and TTC staff have worked with Metrolinx and neighbouring municipalities on two regional BRT projects: Durham-Scarborough BRT and Dundas BRT. The projects are consistent with TTC and Council direction aimed at improving surface transit. The planning of the BRT projects, including the Transit Project Assessment Processes (TPAPs) and business case analysis, is funded by Metrolinx.

 

As directed by City Council in 2020.EX16.5, this report also provides information on various aspects of the Ontario Line, focusing specifically on the portion between the Don Yard and Gerrard, including information on the Environmental Assessment (EA) process, public consultation and engagement, noise and vibration, impacts on parks and an update on a road operations study, among other topics.

 

Finally, this report includes a section on Metrolinx's proposed Don Valley Layover Facility, as directed by City Council in 2020.EX16.4.
