City Council Decision

City Council on February 26, 2020, adopted the following:

 

1.  City Council direct the City Manager to immediately establish a City of Toronto Interdivisional Task Force to End Homelessness with the senior divisional staff in partnership with community organizations, corporate partners, plus other appropriate stakeholders and City Council direct the City Manager to report back to the April 16, 2020 meeting of the Planning and Housing Committee with a Terms of Reference and Six-Month Action Plan to accelerate, coordinate and triage resources to quickly move people out of homelessness and to forward all outcomes to the Intergovernmental Housing Working Group for consideration of funding and resources required for implementation.

2 - Motion to Amend Item moved by Councillor Gord Perks (Lost)

That:

 

1.  City Council declare homelessness in Toronto an emergency.

 

2.  City Council direct the City Manager to immediately establish a formal City-led Homelessness Emergency Task Force table, composed of elected representatives from all three levels of government, to meet by the end of March 2020 to determine an immediate six-month action plan and strategy framework.

 

3.  City Council request Mayor Tory to provide a public update on the outcomes immediately following the meeting in Part 2 above.

Point of Privilege by Councillor Michael Thompson

Councillor Thompson, rising on a Point of Privilege, stated that Councillor Wong-Tam has just acknowledged that she may have misspoken, and that staff work very hard and provide Councillors with amazing results on a daily basis, and Councillor Thompson asked that Councillor Wong-Tam retract her comments.

Speaker Nunziata accepted the Point of Privilege and ruled that Councillor Wong-Tam should retract her comments.

Councillor Wong-Tam retracted her comments and stated that she agreed with everything that Councillor Thompson had said.

(January 29, 2020) Report from the Deputy City Manager, Community and Social Services

Summary

On December 17, 2019, City Council adopted with amendments, report PH11.5 - HousingTO 2020-2030 Action Plan and requested the City Manager to engage other orders of government to establish an Intergovernmental Working Group with a mandate to develop a joint action plan and secure increased investments to expedite efforts to address housing challenges and homelessness in Toronto.

 

City Council also requested the City Manager to report to the Planning and Housing Committee on February 12, 2020 with an update on the progress of discussions from the Intergovernmental Working Group.

 

This report responds to Council's requests and provides an update of actions taken to-date to leverage intergovernmental partnerships to advance the targets in the HousingTO 2020-2030 Action Plan aimed at improving the housing outcomes for residents in the city.
