Community Council Decision

The Toronto and East York Community Council:          

 

1. Waived the polling requirement under the City's Traffic Calming Policy and authorized the installation of traffic calming (speed humps) on Laughton Avenue, between St. Clair Avenue West and Davenport Road.

 

2. Directed the City Solicitor to prepare a by-law to alter the roadway on sections of Laughton Avenue, between St. Clair Avenue West and Davenport Road, for the installation of six speed humps, generally as shown on the attached Drawing No. 421G-3765, dated June 2020 to the Letter (July 13, 2020) from Councillor Ana Bailão.

 

3. Reduced the speed limit from 40 km/h to 30 km/h on Laughton Avenue, between St. Clair Avenue West and Davenport Road, when the speed humps are installed.

Summary

Parent council and staff at Saint Paul VI Catholic Elementary School reported cars driving too fast for the narrow and crowded street, especially during pick-up/drop-off hours. My office and these concerned parties have been looking for ways to make Laughton Avenue a safer street for everyone walking or driving along it. I performed an on-site visit along with Transportation Services staff and concerned residents. We witnessed a few instances where cars were speeding while children were being dropped off a bus or other cars. Laughton Avenue have also reported a similar situation by Wadsworth Park. Speed humps were identified as a possible solution by staff and endorsed by residents. Therefore I am requesting, by way of this motion, that Toronto and East York Community Council waive polling requirements and have speed humps installed along Laughton Avenue, from St. Clair Avenue West to Davenport Road as soon as possible.
