Community Council Decision

The Toronto and East York Community Council:

 

1. Rescinded the existing parking prohibition in effect at all times except each Thursday, April 1 to November 30, on the east side of St. Helen's Avenue, between Bloor Street West and Dublin Street.

 

2. Rescinded the existing parking prohibition in effect each Thursday, April 1 to November 30, on the west side of St. Helen's Avenue, between Bloor Street West and Dublin Street.

 

3. Prohibited parking at all times, on the west side of St. Helen's Avenue, between Bloor Street West and Dublin Street.

  

4. Rescinded the existing maximum one-hour parking regulation in effect from 8:00 a.m. to 6:00 p.m., each Thursday from April 1 to November 30, inclusive, on the east side of St. Helen's Avenue, between Bloor Street West and Dublin Street.

 

5. Rescinded the existing maximum one-hour parking regulation in effect from 8:00 a.m. to 6:00 p.m., Monday to Friday except each Thursday from April 1 to November 30, inclusive, on the west side of St. Helen's Avenue, between Bloor Street West and Dublin Street.

 

6. Authorized parking for a maximum period of one-hour from 8:00 a.m. to 6:00 p.m., daily, on the east side of St. Helen's Avenue, between Bloor Street West and Dublin Street.

 

7. Rescinded the existing permit parking regulation in effect from 12:01 a.m. to 7:00 a.m., except each Thursday from April 1 to November 30, inclusive, on the even (west) side of St. Helen's Avenue, between Bloor Street West and Dublin Street.

 

8. Amended the existing permit parking regulation in effect from 12:01 am. to 7:00 a.m. each Thursday from April 1 to November 30, inclusive, 12:01 a.m. to 7:00 a.m., on the odd (east) side of St. Helen's Avenue, between Bloor Street West and Dublin Street, to be in effect from 12:01 a.m. to 7:00 a.m. daily.

Summary

Residents contacted my office requesting that we review a loading zone on St. Helens Avenue. This loading zone occupied two potential parking spaces which residents wanted to claim as additional residential parking while businesses wanted to maintain the zone for commercial loading. I requested Traffic Operations to review the inventory of parking spaces on the street and to make recommendations on how to add new spaces for residents to park. The result of this study was that by switching parking to the west side of the street, we could secure 23 new parking spaces. I immediately consulted with the local community by way of a letter, who vastly confirmed that these changes would be beneficial to the residents and businesses of the area. Therefore, I am requesting that Toronto and East York Community Council approve the recommendations to effect the shift in parking to the west side of St Helens Avenue.
