City Council on November 9, 10 and 12, 2021, adopted the following:

 

1. City Council direct the City Manager to conduct a further review of the potential for an Inspector General for the City of Toronto using the considerations described in the report (October 13, 2021) from the City Manager and to report to the June 8, 2022 meeting of the Executive Committee.

Point of Order by Councillor Shelley Carroll

Councillor Carroll, on a Point of Order, stated that she believed it was the practice that when the vote has been taken on the item, it needs to be reopened and that City Council should vote on Councillor Grimes' motion to reopen the item.

Ruling by Speaker Frances Nunziata
Speaker Nunziata accepted the Point of Order and ruled that it was a reopening of item EX27.2 which is why Council was voting to reopen the item


Point of Order by Councillor Stephen Holyday

Councillor Holyday, on a Point of Order, stated that he would like the Speaker to clarify her ruling on when Members could ask for recorded votes, and stated that he interpreted the Council Procedures as allowing Members to ask for a recorded vote immediately before or after a vote and that the previous request to take a recorded vote on motion 1 was essentially two-steps back, and that he would like clarity for Members of Council.

Summary

This report responds to City Council direction for a review of the role of Toronto's Accountability Officers in relation to the procurement process and identification of any gaps.

 

The City Manager's Office has consulted with Toronto's Accountability Officers to understand their perspectives related to the City's procurement process and reviewed models of oversight of procurement processes in other jurisdictions.
