City Council Decision

City Council on May 5 and 6, 2021, adopted the following:

 

1. City Council direct that the traffic and parking regulations in Parts 2 to 43 below be implemented on a temporary basis, as a pilot project.

 

2. City Council designate Roehampton Avenue, between Yonge Street and Mount Pleasant Avenue as one-way for eastbound traffic only at all times.

 

3. City Council designate Broadway Avenue, between Mount Pleasant Avenue and Yonge Street as one-way for westbound traffic only at all times.

 

4. City Council prohibit stopping at all times on both sides of Redpath Avenue, between Eglinton Avenue East and Erskine Avenue.

 

5. City Council prohibit stopping at all times on the east side of Yonge Street, between Broadway Avenue and a point 30.5 metres north.

 

6. City Council prohibit stopping at all times on both sides of Broadway Avenue, between Mount Pleasant Road and Redpath Avenue.

 

7. City Council prohibit stopping at all times on the south side of Broadway Avenue, between Redpath Avenue and a point 195 metres west of Redpath Avenue.

31. City Council authorize the removal of an on-street loading zone for permit holders in effect at all times, on the north side of Roehampton Avenue, between a point 146 meters east of Yonge Street and a point 15 metres further east.

 

32. City Council rescind the existing parking prohibition in effect at all times, on the north side of Roehampton Avenue, between a point 292 metres east of Yonge Street and a point 66.5 metres west of Redpath Avenue.

44. City Council direct the General Manager, Transportation Services to undertake the following as part of the temporary pilot project:

 

a. engage in ongoing public consultation with the local community and key stakeholders, including residents' associations, tenants' organizations, school councils, and Business Improvement Areas;


b. distribute notices informing local residents of the temporary pilot project in advance of implementation to a notice area determined in consultation with the local Councillors;


c. conduct a review of traffic patterns in the Yonge-Eglinton Construction Hub area after the temporary pilot project has been implemented to determine any resulting impacts, including traffic diversion on parallel streets and unmet parking demands;


d. report to the July 14 and 15, 2021 meeting of City Council, through the Infrastructure and Environment Committee, on the results of Parts 44. a. and 44. c. above and recommend any operational changes required to satisfy the issues or concerns that may be identified through public consultation and traffic pattern analysis; and

 

e. re-evaluate all construction staging areas and road occupations in the Yonge-Eglinton Construction Hub area to determine how they can be eliminated, minimized or refined.

The Infrastructure and Environment Committee recommends that:

Summary

This report is submitted to Infrastructure and Environment Committee as Broadway Avenue forms a shared boundary between the Toronto and East York Community Council and the North York Community Council.

 

Roehampton Avenue, Broadway Avenue and Redpath Avenue are residential streets located within the recently created area known as the Yonge/Eglinton Construction Hub. The Yonge/Eglinton Construction Hub was created to provide coordination amongst the large number of redevelopment projects that are currently taking place and are proposed within a small geographical area, as a way to improve safety, mitigate the impacts of construction traffic and ensure consultation between the parties involved. 

 

There are a number of sites on both Broadway Avenue and Redpath Avenue that are currently undergoing redevelopment, with several more sites proposed to come online in the next few months. Typically, the impacts of development sites are reviewed individually and amendments are proposed in the immediate area of the site. However, due to the concentration of redevelopment sites on Broadway Avenue and Roehampton Avenue, Transportation Services determined that additional measures were required to mitigate the impacts to the community, including dedicated space for construction vehicles to pass through development sites. 

 

The purpose of this report is to introduce regulations and parking amendments that designate areas of Broadway Avenue, Redpath Avenue and Roehampton Avenue as haul routes, or designated areas where construction vehicles can travel safely and efficiently through the development sites located within the subject area.

 

There are a total of eight large scale redevelopment projects that are currently underway or proposed to begin in the first half of 2021, on the subject sections of Broadway Avenue and Redpath Avenue. In addition, Transportation Services anticipates at least three additional sites being proposed on these two streets. As a result, Transportation Services staff, in consultation with the Ward Councillors and local residents associations have been working on a solution to maintain required construction vehicle access to and to minimize disruptions to existing residents while ensuring safety for pedestrians, cyclist and all road users.

 

Transportation Services is recommending that Roehampton Avenue between Yonge Street and Mount Pleasant Road be designated for one-way traffic eastbound and Broadway Avenue be designated for one-way westbound between Mount Pleasant Avenue and Yonge Street. 

 

Transportation Services is also recommending several amendments to the existing parking regulations on these streets. The proposed amendments will provide enhanced safety for pedestrians, cyclists and vehicular traffic while allowing construction vehicles access to their respective sites. These regulations include prohibiting stopping at all times in the following locations:

 

- The north side of Roehampton Avenue, between Yonge Street and Redpath Avenue


- Both sides of Redpath Avenue, between Eglinton Avenue East and Erskine Avenue


- Both sides of Broadway Avenue between Mount Pleasant Avenue and a point 195 metres west of Redpath Avenue


- The north side of Broadway Avenue between a point 195 metres west of Redpath Avenue and Yonge Street, except for the existing "Pay and Display" and "School Bus Loading Zone" east of Yonge Street that will be maintained.
 

In an effort to maintain on-street parking for area residents, it is recommended that the existing "No Parking 8:00 a.m. to 10:00 a.m., Monday to Friday" and "Maximum 1-hour Parking 10:00 a.m. to 6:00 p.m. Monday to Friday" be relocated from the north side of Broadway Avenue to the south side, along the frontage of North Toronto Collegiate Institute.

 

Transportation Services is not recommending any changes to the existing parking regulations on the south side of Roehampton Avenue between Yonge Street and Redpath Avenue that would affect the number of on-street parking spaces.

 

In addition, it is recommended that stopping be prohibited at all times on the east side of Yonge Street between Broadway Avenue and a point 30.5 metres north.
