City Council Decision
City Council on April 7 and 8, 2021, adopted the following:
1. City Council request the Chief Planner, Executive Director, City Planning to:
a. establish a Working Group, in consultation with the Ward Councillor, composed of local Residents’ Associations, Tenants’ Associations, Business Improvement Areas, community organizations, the Councillors for Wards 8 and 15, and other stakeholders;
b. establish an Inter-Divisional Team with Staff from City Planning, Parks, Forestry and Recreation, Children's Services, Social Development, Finance and Administration, Economic Development and Culture, Engineering and Construction Services, Transportation Services, CreateTO, the Toronto Transit Commission, and others as appropriate;
c. in consultation with the Working Group and with the support of the Inter-Divisional Team, comprehensively evaluate the redevelopment of the Canada Square site together with the impacts from future development occurring north of Eglinton along the Yonge Street Corridor in Ward 8 and Ward 12 in consideration of, but not limited to: community services; schools; affordable housing; built form; open space; shadow impacts; sky views; cultural space; economic development; public art; and, transit infrastructure; tall building design guidelines; and
d. following Working Group meetings, provide a Special Study Area Report with Guiding Principles for the redevelopment of the site, consistent with the intent of the applicable policy, to the June 24, 2021 meeting of Toronto and East York Community Council.
2. City Council request the Chief Planner and Executive Director, City Planning to amend the study area to include both sides of the Yonge Street Corridor north of Eglinton Avenue due to the extraordinary development occurring in the area and the unprecedented number of revised development application submissions with greater heights and densities that neglect the concept of Complete Communities.

Motions (City Council)
Speaker Nunziata advised Council that the provisions of Chapter 27, Council Procedures, require that Motion MM31.27 be referred to the Toronto and East York Community Council. A two-thirds vote of the Council Members present is required to waive referral.
That:
1. City Council amend Recommendation 1 part c so that it now reads as follows:

Councillor Matlow, on a Point of Order, stated that he was seeking the Speaker's guidance regarding when Council may deal with Member Motions MM31.11 and MM31.27 as he was not aware of any amendments or any reason to hold these Items. Councillor Matlow further stated that initiatives referred to in the Member Motions are under a specific timeframe and if they are deferred, these initiatives will run into problems and asked if there was a way to make these Member Motions urgent so that Council would deal with them at this meeting.
Councillor Matlow on a Point of Privilege stated that enough is enough and that this ongoing narrative about how somehow I'm forced to meet with residents should be stopped as it is so unfair and unnecessary to behave that way.
Councillor Robinson on a Point of Privilege stated that the Speaker should address this.
Councillor Colle on a Point of Privilege stated that Councillor Matlow should withdraw his remark and should stand up and apologize to Councillor Robinson.
Councillor Matlow on a Point of Privilege stated that he wasn't aware that his microphone was on.
Mayor Tory on a Point of Order, stated that Councillor Matlow had apologized but that this is another example of evening meetings.
Councillor Robinson on a Point of Privilege stated that she would like to address this. Councillor Robison further stated that she thinks the work that she did on Midtown Focus actually made her sick; that she worked night and day and weekends, pulled the community together and got the buildings reduced in height. Councillor Robinson also stated that the Planning and Growth Management Committee helped her do that last term, and every Councillor helped her because they all unanimously voted for the Midtown in Focus plan. Councillor Robinson further stated that she did the heavy lifting and for Councillor Matlow to dare say to her that that was political, trying to create a community that's liveable with parks and infrastructure, is deplorable. Councillor Robinson further stated that Councillor Matlow has tweeted it, put it on social media, and she's tired of it and that is why she is speaking out tonight. Councillor Robinson further stated that Councillor Matlow knew that his audio was on and that what he said was disgusting, that every residents group will stand behind her at this moment, as they collaborated on Saturdays and Sundays, and evenings, working on a fantastic Midtown in Focus plan. Councillor Robinson further stated that for Councillor Matlow to say that she sunk the plan that she played a big role in rejuvenating with the community is absolutely beyond deplorable and she can’t even find the word to describe it, it's disgusting.
Councillor Colle stated that he had a Point of Privilege.
Councillor Colle, on a Point of Privilege, stated that Council was in the middle of something very important and that Council can't see a Councillor who has been through so much be bullied in public and just move on to the vote. Councillor Colle further stated that this Council has to take a stand and stand with Councillor Robinson, and not tolerate this kind of unacceptable behaviour. Councillor Colle further stated that Council should be able to speak out and say no to that and support Councillor Robinson after what she's been through.
Councillor Matlow, on a Point of Privilege stated that he knows it is late, and that he is getting e-mails from residents who are saying that he needs to correct the record, and that Councillor Robinson said things that he submits are not true and that he has been subject to this for a long time now.
Mayor Tory, on a Point of Privilege, stated that he had asked the Speaker to call on him to say a few words to conclude the meeting as the Head of Council before Council does the Bills. Mayor Tory further stated that what’s best is for Councillor Matlow and Councillor Robinson, who are both among the hardest working Councillors that he knows, to have a private conversation, as what happened here goes back to his comments from the start of the meeting. Mayor Tory further stated that the derivation of his earlier comments and those of the City Manager were incidents where Members were not treating each other and the public service to the standard we should expect, and as the City Manager himself addressed, members of the public were not treating the public service and Members in an acceptable way during the stresses and strains of the pandemic. Mayor Tory further stated that he was tempted to attribute the deterioration of the meeting to the fact that Council meets past 6 p.m. Mayor Tory further stated that you can differ with people, compete with people, you don't even have to like people but that we're all elected to serve here and that's the health of this place, and so that means we shouldn't be attributing motives to each other. Mayor Tory further stated that while he has not been not guilty of that himself, he has tried very hard not to do that. Mayor Tory further stated that we serve all of the people together, and that Members should come back next month and redouble their efforts. Mayor Tory further stated that the last few meetings have gone so well and an incident like this does not show an active degree of respect; that there was a comment that was apologized for and that once an apology has been given the worst thing is to say just one more thing. Mayor Tory further stated that he's sure there is a discussion to be held in private and that if we don't respect each other, how can the public be expected to respect us. Mayor Tory further stated that he was sorry that Council meetings aren't on television because it has reduced the connection between Members and the public, but is also glad because there was an unfairness, and a Member of Council responded with understandable emotion and he would leave it to Councillor Matlow on what should be done elsewhere. Mayor Tory further stated he hoped that Members will come back recommitted to respecting each other.
Councillor Matlow, on a Point of Privilege, stated that he concurs with the spirit of the Mayor's comments but that he has a Point of Privilege.
Councillor Robinson, on a Point of Order, stated that Council should just complete the agenda.
Councillor Matlow asked the Speaker to recognize him on a Point of Privilege.
