City Council Decision
City Council on May 5 and 6, 2021, adopted the following:
1. City Council request the City Manager, in consultation with the appropriate City Officials, to make the signed agreement with Oxford Properties regarding the Canada Square lands, located at 2200 Yonge Street, and all related documents available to the public immediately, to support a full and transparent process of disclosure of the future development of this vital public asset, and City Council refer the development application at this site to the Planning and Housing Committee for review.

Speaker Nunziata advised Council that the provisions of Chapter 27, Council Procedures, require that Motion MM32.5 be referred to the Executive Committee. A two-thirds vote of the Council Members present is required to waive referral.

Councillor Perks, on a Point of Order, stated that during questions of staff he was given advice by the City Solicitor that the rules that determine which Committee this matter goes to are set out in the Council Procedures and that to amend them requires prior notice and a two-thirds vote, and that the Speaker should rule the portion of MM32.5 which refers the matter to the Planning and Housing Committee out of order.
Councillor Perks, on a Point of Order, stated he needed to know the Speaker's ruling on the matter in order to proceed with his remarks.
Councillor Matlow, on a Point of Order, stated that he would like to know if Recommendation 1 in MM32.5 could be split so that City Council could take separate votes on the direction to release the lease documents and on referring the matter to the Planning and Housing Committee.
