Board Decision

The Board of Directors of Toronto Parking Authority:

 

1.  Authorized the President, Toronto Parking Authority, to negotiate, enter into and execute on behalf of Toronto Parking Authority, two (2) three (3)-year agreements with Toronto Hydro-Electric System Limited to provide the necessary goods and services necessary for Toronto Hydro-Electric System Limited to operate specific electric vehicle charging infrastructure stations within parking facilities operated by Toronto Parking Authority, in accordance with the terms and conditions contained in Appendix B to the report (March 15, 2021) from the President, Toronto Parking Authority, and any such other or amended terms and conditions as may be acceptable to the President, Toronto Parking Authority, and in a form satisfactory to the City Solicitor.

 

2.  Directed the President, Toronto Parking Authority, to:

 

a. make information available through the City of Toronto's Open Data portal on the current status and location of Toronto Parking Authority Electric Vehicle charging facilities, including the number of chargers, usage data collected, and other relevant information, as part of the pilot and future installations; and

 

b. consult with the General Manager, Transportation Services, to ensure the pilot is coordinated and aligned with the City of Toronto’s Council-adopted Electric Vehicle Strategy.

 

3.  Directed the President, Toronto Parking Authority, in consultation with the appropriate City Divisions and Agencies, including Environment and Energy Division, and CreateTO, to explore opportunities to expedite the analysis and installation of additional sites for Electric Vehicle charging equipment.

 

4.  Directed the President, Toronto Parking Authority, in consultation with the appropriate City Divisions and Agencies, including Environment and Energy Division, Transportation Services, and Engineering and Construction Services, to explore opportunities to expand on-street charging infrastructure to support Electric Vehicle access for residents who do not have dedicated parking spaces and integrate charging infrastructure into major capital projects such as road reconstruction.

Summary

The purpose of this report is to receive Board approval to enter into an agreement with Toronto Hydro-Electric System Limited to pilot the deployment of thirty-two (32) Electric Vehicle chargers at Toronto Parking Authority operated parking facilities. This will be executed in two phases:

 

The first phase will upgrade Toronto Parking Authority's nine (9) existing electric charging stations and convert them to Level Two (L2) smart chargers.
 

The second phase will add an incremental twenty (20) L2 charging stations and three (3) L3 fast charging stations for a total of twenty-three (23) incremental Electrical Vehicle chargers.
 

As North America's largest municipally-owned parking operator, Toronto Parking Authority has a unique opportunity to jump start the penetration of Electrical Vehicle chargers across its asset base in order to accelerate the electrification of both personal and commercial vehicles in support of the City of Toronto's Electrical Vehicle strategy and TransformTO vision.

 

The Toronto Parking Authority currently lags its North American peers in Electrical Vehicle deployment, but will use this modest pilot as a learning tool to provide the insights and learnings to develop a more robust Electrical Vehicle strategy for 2022 and beyond. Concurrently, management will be engaging a number of government and commercial partners (i.e., Transportation Services, Fleet Services, Toronto Atmospheric Fund, Natural Resources Canada, Pembina, Transnational Corporations, Automotive etc.) in support of the development of this strategy.

That the Board of Directors of Toronto Parking Authority:

 

1.  Direct the President, Toronto Parking Authority, to:
