City Council Decision
City Council on May 11 and 12, 2022, adopted the following:
1. City Council request the General Manager, Solid Waste Management Services to provide an update to the Infrastructure and Environment Committee on the state of our bins compared to previous years and whether there has been an increase in the number of vandalized public waste bins.
2. City Council request the General Manager, Transportation Services and the General Manager, Solid Waste Management Services, in partnership with Astral Out-of-Home, to explore opportunities to expedite the installation and delivery where possible of replacement or new bins which better serve the City's increased urban density and pedestrian activity.
3. City Council request the General Manager, Transportation Services and the General Manager, Solid Waste Management Services, in partnership with Astral Out-of-Home, to work to make sure all bins across the City are emptied in a timely manner and kept in a good state of repair, and to compile on a quarterly basis the number of damaged or inoperable bins and the time taken to repair them.

Committee Recommendations
Infrastructure and Environment Committee recommends that:
1. City Council request that the General Manager, Solid Waste Management Services provide an update to the Infrastructure and Environment Committee on the state of our bins compared to previous years and whether there has been an increase in the number of vandalized public waste bins.
Origin
Summary
There is concern about the state of our public waste bins lining our sidewalks across the City, with reports of visible damage to bins that are in disrepair. As a daily walker and jogger, I often travel through the Midtown area by foot and notice vandalized public waste bins on sidewalks that are either damaged or defaced, with the bin doors swinging open or the frames vandalized with graffiti.
Any significant increase in vandalized public waste bins points to more bins having to be repaired or replaced. An examination into the state of our bins compared to previous years will provide insight into whether these reports of vandalized bins are in the normal range or whether there is a dramatic increase occurring across the City.
