City Council Decision
City Council on February 2 and 3, 2022, adopted the following:
1. City Council prohibit right turns on a red signal at all times for northbound and southbound traffic on Donlands Avenue at O'Connor Drive.
2. City Council request Transportation Services staff to attend a follow-up community meeting, in consultation with the Ward Councillor, in February 2022.

Community Council Recommendations
The Toronto and East York Community Council recommends that:
1. City Council prohibit right turns on a red signal at all times for northbound and southbound traffic on Donlands Avenue at O'Connor Drive.
2. City Council request Transportation Services staff to attend a follow-up community meeting, in consultation with the Ward Councillor, in February 2022.
Decision Advice and Other Information
Toronto and East York Community Council requested Transportation Services to report directly to City Council on February 2, 2022 to provide:
-a detailed list of new pavement markings and the streets where pavement markings are being installed,
-a specific report back date for each of the potential improvements still under consideration by the City Council meeting on February 2, 2022;
- a report on the implementation timeline for a crossing guard at O'Connor Drive and Pape Avenue and O'Connor Drive and Donlands Avenue;
- an update on the traffic safety improvements at O'Connor Drive and Broadview Avenue; and
-a comparison of the collision history at Donlands Avenue and O'Connor Drive with the City average.

Summary
As the Toronto Transit Commission (TTC) operates a transit service on O'Connor Drive, City Council approval of this report is required.
City Council and Toronto and East York Community Council (TEYCC) have directed Transportation Services to conduct reviews of various safety and operational concerns for road users on O'Connor Drive (Ward 14 - Toronto-Danforth). This report provides an overview of the assessments and improvements proposed or undertaken by Transportation Services, with the exception of requests requiring further study or consultation.
The evaluation of additional improvements requiring further study or consultation, including new traffic control signals on O'Connor Drive, requires further review by Transportation Services and will be addressed in a subsequent report to TEYCC.
