Closed Meeting Requirements: If the Budget Committee wants to meet in closed session (privately), a member of the committee must make a motion to do so and give the reason why the Committee has to meet privately (City of Toronto Act, 2006).

Notice to people writing to the Budget Committee: The City of Toronto Act, 2006 and the City of Toronto Municipal Code authorize the City of Toronto to collect any personal information in your communication or presentation to City Council or its committees. The City collects this information to enable it to make informed decisions on the relevant issue(s). If you are submitting letters, faxes, e‑mails, presentations or other communications to the City, you should be aware that your name and the fact that you communicated with the City will become part of the public record and will appear on the City’s website. The City will also make your communication and any personal information in it - such as your postal address, telephone number or e-mail address - available to the public, unless you expressly request the City to remove it.

Many Committee, Board, and Advisory Body meetings are broadcast live over the internet for the public to view. If you speak at the meeting you will appear in the video broadcast. Video broadcasts are archived and continue to be publicly available.

Communications/Reports

Election of the Vice Chair of the Budget Committee under Municipal Code Chapter 27, Council Procedures, Appendix A-2, for a term of office ending December 31, 2020, and until a successor is appointed.

Councillor Gary Crawford recommends that the Budget Committee:

1.  Establish two subcommittees to hear the public deputations on the 2019 Capital and Operating Budgets at City Hall, North York Civic Centre, Scarborough Civic Centre and Etobicoke Civic Centre, and make appointments to the Subcommittees as follows:

a.  Budget Subcommittee for City Hall and North York Civic Centre Consultation, with the membership of:

Councillor Crawford (Chair)

Councillor Carroll

Councillor Layton

b.  Budget Subcommittee for Scarborough Civic Centre and Etobicoke Civic Centre Consultation, with the membership of:

Councillor Nunziata (Chair)

Councillor McKelvie

Councillor Bradford

2.  Direct the City Clerk to schedule and give public notice of the meetings of the Subcommittees as follows:

City Council, at its meeting on December 4, 5, and 13, 2018, directed that the Budget Committee Public Presentation meetings be held on February 7, and 11, 2019 (ST1.2a).

It is important that the 2019 Budget Process is widely accessible, and that the public knows well in advance when and where they may make presentations to the Budget Committee.

I am therefore recommending that in order to hear from the greatest number of people, that two Budget Subcommittees be established to hear public presentations in different locations across the City.

The Subcommittees will report to the Budget Committee on their activities as part of the 2019 Budget Process.

Presentation on the Staff Recommended 2019 Operating Budget and 2019-2028 Capital Budget and Plan from City Officials.
