At this time, civic buildings are closed to the public and meetings of the Board of Management of the Toronto Zoo are being conducted by electronic means. Directors of the Board, staff, and the public will participate in meetings remotely. These measures are necessary to comply with public health guidelines and prevent the spread of COVID-19. Meetings of the Board will take place by video conference and be streamed live online at youtube.com/TorontoCityCouncilLive.
Directors of the Board and participating City Officials will be provided with the video conference details closer to the meeting date.

The public may submit written comments or register to speak to the Board on any item on the agenda.

Closed Meeting Requirements: If the Board of Management of the Toronto Zoo wants to meet in closed session (privately), a member of the Board must make a motion to do so and give the reason why the Committee has to meet privately (City of Toronto Act, 2006).

Financial Impact
Approval of the 2021 Operating Plan and Budget will require net expenditure funding from the City of Toronto in the amount of $19.5 million, consisting of gross expenditures of $46.5 million and revenues and recoveries in the amount of $26.9 million.

The Policy and Finance Committee, at its meeting of September 9, 2020, recommended that the 2021-2030 Capital Budget be approved by the Board of Management.
Summary
This report provides a description of the capital projects, timing and costs for consideration by the Board of Management.
Financial Impact
The 2021-2030 Capital Budget is comprised of seventeen (17) projects and related sub-projects, as per the new requirements of the City. The Capital Budget will require a total gross cash flow of $123.9 million prior to consideration of outside funding sources and prior year carry forward balances. The total gross cash flow required in 2020 is $18.8 million prior to consideration of outside funding sources and prior year carry forward balances.
The Capacity to Spend model, based on historical actual spend, is continued to be implement by the City in determining total debt levels. As such, the 2021-2030 Capital Budget for the Zoo reflects the level of spending necessary to support the development of projects in the 2016 Master Plan, approved and modified by the Board of Management. An update to the Master Plan has been initiated in 2020 to correlate with the new strategic plan and recognize the realities of operating in a COVID-19 pandemic world. Once finalized, this will be incorporated into the 10-year Capital plan.

Summary
This report provides an update on the progress of the Toronto Zoo Community Conservation Campus (TZC3). Schematic design is well underway, and we have significant support from our community partners. We have received letters of endorsing the project from community allies and are working toward Memorandums of Understanding with potential project partners who can share their expertise and assist in securing additional support and funding. Most recently we have had discussions with City of Toronto staff from various Divisions to determine whether there are further partnership opportunities at the site.
