Transportation Services recommends that:

 

1.         City Council authorize the permanent closure of the untraveled  portion of the public highway abutting the south limit of 5928-5930 Finch Avenue East, designated as Part 1 as shown on Sketch No. PS-2012-007 (the "Highway"), attached to the report dated November 19, 2014, from the Acting Director, Transportation Services, Scarborough District.

 

2.         City Council enact a by-law substantially in the form of the draft by-law attached as Appendix "A" to the report dated November 19, 2014, from the Acting Director, Transportation Services, Scarborough District.

Summary

Transportation Services recommends that the untraveled portion of Finch Avenue East, abutting the south limit of 5928-5930 Finch Avenue East be permanently closed.

Financial Impact

The closing of the Highway will not result in any costs to the City as the purchasers of the Highway are responsible to pay all costs associated with the closing of the Highway.

 

The Deputy City Manager and Chief Financial Officer has reviewed this report and agrees with the financial impact information.

The purpose of this report is to recommend Scarborough Community Council appoint members to the Board of Management for the new term of Council for the Sheppard East Village Business Improvement Area (BIA) which falls within the Scarborough Community Council boundaries.  The Scarborough Community Council has delegated authority to make final decisions regarding BIA appointments.

1.         City Council designate part or those parts of the private road or roads shown on the site plan filed with the Fire Chief in respect of the municipal addresses set out below, as fire routes pursuant to Municipal Code Chapter 880- Fire Routes ‑ 1076 Ellesmere Road, 385 Passmore Avenue, 1400 Neilson Road.

 

2.         City Council authorize the Fire Chief and City Solicitor to take the appropriate action to make a designated Fire Route.

Summary

To obtain Council approval for the amendment of the Fire Route By-law to designate certain locations as fire routes within the meaning of City of Toronto Municipal Code Chapter 880, as amended.

 

Fire Services uses designated fire routes as a key mechanism in regulating fire prevention, including the prevention of spreading of fires and the delivery of fire protection services.

Recommendations

Toronto Building, Scarborough District, recommends that Scarborough Community Council:

 

1.         Approve the applications to demolish the subject residential buildings at 164-168 Celeste Drive with the following conditions:

 

a.         that a construction fence be erected in accordance with the provisions of the Municipal Code, Chapter 363, Article III, if deemed appropriate by the Chief Building Official;

 

b.         that all debris and rubble be removed immediately after demolition;

 

c.         that sod or similar ground cover be laid on the sites and the sites be maintained free of garbage and weeds, in accordance with the Municipal Code Chapter 623‑5 and 629‑10, paragraph B;

 

d.         that any holes on the properties are backfilled with clean fill;

 

e.         that all privately and publicly owned trees, which are protected by the City of Toronto By-laws, be protected in accordance with the By-laws during the demolition process;

 

f.          that the applicant for the demolition permits construct and substantially complete the new buildings to be erected on the sites of the residential properties where the houses are to be demolished not later than two years from the day demolition of the existing buildings have commenced; and

 

g.         that on failure to complete the new buildings within the time specified in (f) above, the City Clerk shall be entitled to enter on the collector’s roll, to be collected in like manner as municipal taxes, the sum of twenty thousand dollars ($20,000) for each dwelling unit contained in the residential properties in respect of which the demolition permits are issued and that such sum shall, until payment, be a lien or charge upon the lands in respect of which the permits to demolish the residential properties are issued.

In accordance with By-law No. 1009-2006, I refer the demolition permit applications for 164‑168 Celeste Drive to Scarborough Community Council to grant or refuse the applications, including any conditions, if any, to be attached to the permits.

1.         Direct staff to post the appropriate No Parking Anytime signs on both sides of Chine Drive from Kingston Road to the south end of Chine Drive to give effect to the regulation currently set out in Toronto Municipal Code Chapter 950.

This report responds to a request from Scarborough Community Council on options for parking on Chine Drive after completion of the roadway reconstruction.

 

It is recommended that the existing No Parking Anytime regulation on both sides of Chine Drive between Kingston Road and the south end of Chine Drive be retained, posted and enforced.

Financial Impact

The financial cost of installing the No Parking Anytime signage on both sides of Chine Drive is approximately $2,500.00.  Funding for the signs has been requested in the Transportation Services 2015 Operating Budget, within Cost Centre TP0397.

It is recommended that a No Standing Anytime zone be installed on the west side of Robinson Avenue from Newport Avenue to a point 22 metres south of Newport Avenue.

Financial Impact

During an operational review in the community north of Kinston Road, east of Victoria Park Avenue and west of Warden Avenue, Transportation Services staff identified eight uncontrolled three-way intersections within this area.

 

It is recommended that minor street stop signs be installed at the eight uncontrolled three-way intersections to provide stop sign uniformity, clearly define the right-of-way and to regulate traffic flow.

Financial Impact

The financial cost of installing the subject recommended stop controls and associated pavement markings is approximately $2,000.00. The funding for the sign has been requested in the Transportation Services 2015 Operating Budget, within Cost Centre TP0397.

It is recommended that minor street stop signs be installed at the thirteen uncontrolled three-way intersections to provide stop sign uniformity, clearly define the right-of-way and to regulate traffic flow.

Financial Impact

1.         Prohibit stopping at all times on the north and west side of Borough Drive from Town Centre Court (southwest intersection) to a point 88 metres east.

This staff report is about a matter for which the Community Council has delegated authority from City Council to make a final decision.

 

This report responds to a request from Councillor Glenn De Baeremaeker office to install more restrictive no stopping regulations on the north side of Borough Drive in the vicinity of the large condominium complex located at 180 Borough Drive.  When vehicles are parked on the curve, southbound motorists' sight lines are compromised or completely obstructed when viewing the All-Way Stop Control at the intersection. By approving the No Stopping prohibitions in this area, curb lane to passing lane manoeuvres will be reduced and traffic flow will be enhanced.

Financial Impact

The financial cost of installing the recommended No Stopping Anytime prohibition on Borough Drive is approximately $1,000.00.  The funding for this regulation has been requested in the Transportation Services 2015 Operating Budget, within Cost Centre TP0397.

The development consists of a mixture of commercial, office and industrial uses on a vacant site on a major arterial road. The proposal achieves a number of city goals and objectives. These applications propose a 51-unit residential subdivision comprised of 25 detached residential lots and 13 lots for a total of 26 semi-detached dwellings and a new 18.5 metre (60.7 foot) wide public street on a former school site at 85 Keeler Boulevard.

 

This proposal represents the residential infill and redevelopment of an underutilized, former public school site for detached dwellings.  The proposed new public street and lot orientation will continue the pattern of development that currently exists throughout this neighbourhood.  The proposal conforms to the Provincial Policy Statement, the Growth Plan and the Official Plan.  The proposed rezoning and draft plan of subdivision are considered appropriate for the use and development of the lands.

The ravine portion of the Site will be conveyed to the Toronto and Region Conservation Authority, and re-zoned Major Open Spaces (O) Zone in the Centennial Community Zoning By-law No. 12077, as amended, and Open Space – Natural (ON) Zone in the City-wide Zoning By-law No. 569-2013, as amended.

 

The proposal conforms to the City's Official Plan and the Provincial Growth Plan for the Greater Golden Horseshoe, and is consistent with the Provincial Policy Statement. The proposed number of detached dwellings, along with their height, lot coverage, floor area and setbacks represent an appropriate and compatible form of infill development that will fit naturally into the surrounding neighbourhood. The rezoning of the ravine portion of the Site, which forms part of the Natural Heritage System, the Ravine By-law Protected area, and Toronto and Region Conservation Authority's Fill Regulated Area is appropriate for the future protection of the lands, and meets several important objectives of the land use, Green Space System and natural heritage system policies.
