The City Solicitor recommends that:

 

1.  City Council assume the services installed at Midland Avenue and St. Clair Avenue East and that the City formally assume the roads within the Plan of Subdivision.

 

2.  City Council authorize the Legal Services Division to release the portion of the performance guarantee held with respect to this Plan of Subdivision.

 

3.  City Council direct that an assumption By-law be prepared to assume the public highway and municipal services within the Subdivision at Midland Avenue and St. Clair Avenue East.

1.  Not approve the installation of an All-Way Stop Control at the intersection of Clonmore Drive and Parkland Road/Winston Churchill Drive.

 

2.  Not authorize the removal of the Pedestrian Crossover on Clonmore Drive immediately south of Parkland Road/Winston Churchill Drive, in conjunction with any installation of All-Way Stop Control at Clonmore Drive and Parkland Road.

This staff report is about a matter for which the Community Council has delegated authority from City Council to make a final decision.

 

This report responds to a Scarborough Community Council request for a report on the feasibility of installing an All-Way Stop Control at the intersection of Clonmore Drive and Parkland Road/Winston Churchill Drive.

 

It is recommended that an All-Way Stop Control not be installed on Clonmore Drive and Parkland Road as existing conditions do not meet the required technical warrant for the installation of such a traffic control device in terms of traffic volumes, delays or stop control spacing, and such an installation would require the removal of the existing Pedestrian Crossover (PXO) immediately west of this location.

Financial Impact

There would be no financial impact associated with the staff recommendation regarding an unwarranted All-Way Stop Control. However, should an All-Way Stop Control be approved, then the financial cost of installing the two additional stop signs and associated pavement markings would be approximately $500.00.  The funds for such stop signs would not be available in the Transportation Services 2015 Operating Budget, and the costs for removing the PXO would be approximately $50,000, funding for which would not be available in the Transportation Services 2015 Capital Budget.

1.   City Council designate the northerly westbound lane on Sheppard Avenue East, between a point 51 metres east of Reidmount Avenue and a point 76 metres further east, for westbound right turns only, buses excepted.

Summary

It is recommended that the northerly westbound lane on Sheppard Avenue East at the Agincourt GO Station access driveway be designated for right turns only, with an exception for buses. This designation is recommended to clearly define lane usage in order to mitigate conflicts where through vehicles might be using this lane to continue westbound where there is no receiving lane.  Currently, this right turn lane is undesignated and serves a TTC transit stop; TTC buses need to continue westbound and will require the bus exception.

2.  Prohibit parking at all times on both sides of Pinery Trail, from a point 41 metres north of Telfer Gardens (east intersection) to a point 33 metres further north and west.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.

 

This report recommends the adoption of a by-law to prohibit parking on both the east and west curves on Pinery Trail north of Telfer Gardens.  Vehicles currently parked on these curves restrict the safe and efficient flow of two-way traffic and compromise motorist sightlines to view approaching vehicles rounding the curves.  The recommended parking prohibitions will improve operations and enhance safety.

Summary

This report recommends the adoption of a by-law to prohibit heavy trucks nightly from 7:00 p.m. to 7:00 a.m. along Morningside Avenue between Lawrence Avenue East and Guildwood Parkway/Greyabbey Trail.  This recommendation represents a technical amendment because the heavy truck prohibition signs are currently in place to reflect the original prohibition that had been approved by City of Scarborough Council in 1997.  However, the prohibition is not currently included in Toronto Municipal Code Chapter 950.

The City Planning Division recommends that:

 

1.   Staff be directed to schedule a community consultation meeting for the lands at 43 Upton Road together with the Ward Councillor.

 

2.   Notice for the community consultation meeting be given to landowners and residents within 120 metres of the site.

 

3.   Notice for the public meeting under the Planning Act be given according to the regulations of the Planning Act.

Summary

This application proposes to remove permissions for both heavy industrial uses and sensitive uses that are currently allowed under the Zoning By-laws for the lands at 43 Upton Road.

 

This report provides preliminary information on the above-noted application and seeks Community Council's directions on further processing of the application and on the community consultation process.

 

The application should proceed through the planning review process including the scheduling of a community consultation meeting. A final report will be prepared and a public meeting will be scheduled once all identified issues have been satisfactorily resolved and all required information provided.

Recommendations

As it relates to the Rezoning and Draft Plan of Subdivision applications, the City Planning Division recommends that:

 

1.   Staff be directed to schedule a community consultation meeting for the lands at 0 Birchmount Road together with the Ward Councillor.

 

2.   Notice for the community consultation meeting be given to landowners and residents within 120 metres of the site.

 

3.   Notice for the public meeting under the Planning Act be given according to the regulations of the Planning Act.

Summary

Official Plan and Zoning by-law amendments and draft plan of subdivision applications have been submitted to permit the redevelopment of 0 Birchmount Road, also known as the Rexton lands, a former rail spur east of 743 Warden Avenue and north of Pidgeon Street, with 26, three-storey townhouse units and an extension of Pidgeon Street.

 

On September 1, 2015, the Ontario Municipal Board (OMB) approved, in principle, the re-designation of the Rexton lands from Utility Corridors to Neighbourhoods; as well as amendments to the Warden Woods Community Secondary Plan.  The Board decision will be issued on or soon after October 22, 2015.

 

This report provides preliminary information on the Rexton applications and seeks Community Council's directions on further processing of the rezoning and draft plan of subdivision applications and on the community consultation process.

 

This report recommends that the remaining Rexton rezoning and draft plan of subdivision applications should proceed through the planning review process including the scheduling of a community consultation meeting.  A final report will be prepared and a public meeting will be scheduled once all identified issues have been satisfactorily resolved and all required information provided.

Recommendations

The City Planning Division recommends that:

 

1.   Staff be directed to schedule a community consultation meeting for the lands at 2535 Gerrard Street East together with the Ward Councillor.

 

2.   Notice for the community consultation meeting be given to landowners and residents within 120 metres of the site.

 

3.   Notice for the public meeting under the Planning Act be given according to the regulations of the Planning Act.

Summary

This application proposes the development of 39 "stacked" townhouse dwelling units within 3 separate buildings at 2535 Gerrard Street East.

 

This report provides preliminary information on the above-noted application and seeks Community Council's directions on further processing of the application and on the community consultation process.

 

The application should proceed through the normal planning review process including the scheduling of a community consultation meeting.  A Final Report will be prepared and a public meeting will be scheduled once all identified issues have been satisfactorily resolved and all required information is provided.

 

Staff have concerns with the proposed intensity and form of the proposed development as outlined in the report.

2.  Notice for the community consultation meeting be given to landowners and residents within 120 metres of the site.

 

3.  Notice for the public meeting under the Planning Act be given according to the regulations of the Planning Act.

Summary

This application proposes to rezone the lands at 2035 Kennedy Road to allow for a mixed use, predominately high density residential development with 1,063 dwelling units. The proposal includes three residential apartment towers  35 to 45 storeys in height, the renovation and expansion of the existing 14 storey hotel, an 8 storey office building and a  5 storey above grade parking structure.

 

This report provides preliminary information on the above-noted application and seeks Community Council's directions on further processing of the application and on the community consultation process.

 

This application should proceed through the standard planning review process, including the scheduling of a community meeting. A final report will be prepared and a public meeting will be scheduled once all the identified issues have been satisfactorily addressed and all required information is provided.

Recommendations

The City Clerk recommends that Scarborough Community Council select one of the four options provided regarding the New Year's Levee for 2016:

 

Option 1:    Proceed with no levee in Scarborough in 2016.

 

Option 2:    Organize a scaled down traditional levee with no expenses incurred.

 

Option 3:    Proceed with a full traditional Scarborough levee with expenses paid through the Scarborough Community Council hospitality budget.


Option 4:    Proceed with a full traditional Scarborough levee with expenses paid for equally by all members of the Scarborough Community Council from their Constituency Services and Office Budgets.
 

Summary

This report is in response to the request from Scarborough Community Council for the Director, Protocol Services, to report on a strategy and costing for a possible New Year's Levee for 2016.

 

Until 2013, Scarborough Community Council held its own New Year's Levee. In 2013, a decision was made not to hold the 2014 New Year Levee. No levee was held in 2015.  The money from the levee was re-directed to the promotion of the Scarborough Tree Lighting ceremony.

 

This report provides options for the Scarborough Community Council to make a decision on how to proceed with the levee event in 2016.

Financial Impact

The General Expense Budget in the City Council 2016 operating budget is projected at $25,000 for community council expenses, with allocation to each community council based on population. The 2016 allocation for Scarborough Community Council is expected to remain the same as previous years, $4,907.00.

 

The amount of $2,400.00 of the Scarborough Community Council budget is available to support the Tree Lighting Ceremony as in previous years or be redirected to fund a Scarborough Community Council New Year's Levee.

 

Funding for all four options will have no impact on the 2016 operating budget of City Council.

 

The Deputy City Manager and Chief Financial Officer has reviewed this report and agrees with the financial impact information.
