Short term parking is feasible all day on the north side of this street and will not affect two-way traffic operations.

Community Council Recommendations
Scarborough Community Council recommends that:
1. City Council amend Oakridge Community Zoning By-law No. 9812, as amended, for the lands at 35 and 45 Danforth Road substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 6 to report dated February 3, 2016 from the Acting Director, Community Planning, Scarborough District.
2. City Council amend City of Toronto Zoning By-law 569-2013, as amended, for the lands at 35 and 45 Danforth Road substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 7 to report dated February 3, 2016 from the Acting Director, Community Planning, Scarborough District.
3. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendments as may be required.
4. City Council, before introducing the necessary Bills to City Council for enactment, require the owner to revise and resubmit a Functional Servicing and Stormwater Management Report to the satisfaction of the Executive Director, Engineering and Construction Services.

This application proposes the development of 116, four-storey stacked townhouses configured in four buildings at 35 and 45 Danforth Road. Vehicular access would be provided from Danforth Road and a total of 140 parking spaces are proposed in an underground parking garage and at grade.
The proposal represents the redevelopment of a banquet hall site with residential infill. The proposal is consistent with the 2014 Provincial Policy Statement and conforms to the Growth Plan and the policies of the City's Official Plan. This report reviews and recommends approval of the application to amend the Zoning By-law.

1. Directed Planning staff to schedule a community consultation meeting for the lands at 3655 Kingston Road together with the Ward Councillor.
2. Directed Planning staff to give Notice for the community consultation meeting to landowners and residents within 120 metres of the site and the area generally bounded by the properties north of Eglinton Avenue East to the north, Scarborough Golf Club Road to the east, Hill Crescent to the south and Markham Road to the west, as identified on the attached map, and, further, directed that the additional costs for Notice beyond the 120 metres from the subject site be borne by the Applicant. The applications propose to redesignate the subject property from Neighbourhoods to Apartment Neighbourhoods in the Official Plan, and to apply appropriate development permissions and standards in the Zoning By-law, in order to permit the development of an eight (8) storey 96 unit residential building with rooftop amenity space and 106 parking spaces at 3655 Kingston Road. The present Neighbourhoods designation does not permit buildings in excess of four storeys in height.
This report provides preliminary information on the above-noted applications and seeks Community Council's directions on further processing of the applications and on the community consultation process.
The applications should proceed through the normal planning review process including the scheduling of a community consultation meeting. A Final Report will be prepared and a community consultation meeting will be scheduled once all identified issues have been satisfactorily resolved and all required information is provided.

An application for consent and minor variance with respect to the property known as 4 Lovering Road (File A324/15SC) was heard by the Scarborough Committee of Adjustment on Thursday, January 21, 2016 for the permission to construct a new detached dwelling. On Thursday, January 21, 2016, the application was refused by the Committee of Adjustment on the following reasons:
- The general intent and purpose of the Official Plan is not maintained.
- The general intent and purpose of the Zoning By-law is not maintained.
- The variances are not considered desirable for the appropriate development of the land.
- In the opinion of the Committee, the variances are not minor.
