Summary

This report requests that City Council deny the application for a permit to remove one (1) privately-owned tree located at 60 Robertsfield Crescent. The application indicates the reason for removal is that the owner finds the tree to be a nuisance due to the dropping of sap and needles onto their vehicle.


The subject tree is a Colorado blue spruce (Picea pungens var. glauca), measuring 46 cm in diameter.  Urban Forestry does not support the removal of this tree as it is healthy and maintainable.

This report responds to a request from Councillor Jim Karygiannis to review the need and feasibility of installing U-Turn prohibitions on Silver Springs Boulevard from Dancy Avenue to Rakewood Crescent (south intersection) in the vicinity of the Silver Springs Public School.  Based on staff observations and an assessment of the traffic conditions and movements in this area, it has been determined that U-turns at this location are not frequent or problematic.  Furthermore, the U-turns provide safe and convenient access and egress to/from an existing layby on the west side of Silver Springs Boulevard.  As a result, a U-Turn prohibition is not justified nor recommended and other traffic management strategies can be explored with staff of Silver Springs Public School to address traffic and parking concerns in this area.

Scarborough Community Council recommends that:

 

1.  City Council determine that an Avenue Segment Study is not required given that a portion of the lands fronting Lawrence Avenue East are designated Apartment Neighbourhoods, no development is proposed on the portion of the lands fronting Lawrence Avenue East that are designated Mixed Use Areas, the underlying zoning permissions allow for tall buildings and the applicable lands were examined in a previous Avenue Segment Study.

Summary

This application proposes the development of four separate blocks of vacant land at 2525-2545 Lawrence Avenue East, 1380 Midland Avenue and 1-51, 201-211 and 300 Prudential Drive. The proposal includes nine buildings ranging in height from 8 to 27 storeys, 1,752 dwelling units, 1,527 bicycle parking spaces and 1,779 vehicle parking spaces. The total floor area would be 152,425 square metres, of which 140,005 square metres would be residential uses, 9,039 square metres would be office uses and 3,381 square metres would be retail or other commercial uses.

 

Details for the proposed development of each block are as follows:

 

Block B - 201-211 Prudential Drive: A 21-storey residential building, an 8-storey residential building and 11, 3-storey townhouses.

 

Block D - 2525-2545 Lawrence Avenue East and 300 Prudential Drive: A 27-storey building containing residential, office and retail uses, a 24-storey residential building and 2, 8-storey residential buildings.

 

Block G - 1380 Midland Avenue: A 25-storey building and a 23-storey building containing residential, office and retail uses.

 

Block H - 1-51 Prudential Drive: A 21-storey residential building.

 

This report provides preliminary information on the above-noted application and seeks Community Council's directions on further processing of the application and on the community consultation process.

 

The application should proceed through the planning review process including the scheduling of a community consultation meeting. A final report will be prepared and a public meeting is targeted for the fourth quarter of 2016, provided all required information is submitted in a timely manner and all issues raised during the review process have been satisfactorily resolved.

Summary

These applications are for conversion of an existing residential rental property to condominium pursuant to Chapter 667 of the Toronto Municipal Code, being the Residential and Rental Property Demolition and Conversion Control By-law, and pursuant to the Condominium Act.  The owners propose to convert 84 existing grade-related residential rental townhouses located within 7 buildings to 84 condominium ownership townhouses (within the 7 buildings) at 1955, 1961, 1967, 1973, 1979, 1985 and 1991 Victoria Park Avenue.  The Draft Plan of Condominium application is for Condominium Approval under the Condominium Act.

 

This report provides preliminary information on the above-noted applications and seeks Community Council's directions on further processing of the applications and on the community consultation process.

 

The report recommends that a community consultation meeting and a tenant meeting be scheduled together with the Ward Councillor.  A Final Report and a Public Meeting will be scheduled following community and tenant consultations and once all identified issues have been satisfactorily resolved and all required information is provided in a timely manner.

SC13.17 - Golden Mile Secondary Plan Study

Summary

The purpose of this report is to advise Scarborough Community Council that City Planning staff are initiating a Secondary Plan study for the area known as the Golden Mile Focus Area as recommended in the Eglinton Connects Planning Study.  The study area boundary is indicated on the map below, as well as on Attachment 1:  Golden Mile Secondary Plan Study Area, to this report.

 

The study will be undertaken by City staff with the assistance of consultants and engage landowners, business owners, residents, Ward Councillors and other stakeholders, who will form a Working Group.  The purpose of the working group will be to provide feedback on materials and study findings before they are presented to the broader public audience at consultation events.  City staff, in consultation with the working group, will establish parameters that will assist to create a vision for the study area, which would include, but will not be limited to, the creation of new streets and blocks, improvements to the existing street network, a strategy for parks, open space and public realm, and built form and streetscape guidelines.  The Golden Mile Secondary Plan Study will also develop a transportation master plan, master servicing plan, a community services and facilities strategy and review land use compatibility within the Golden Mile's Mixed Use Areas, Employment Areas and Apartment Neighbourhoods designations.

 

The study would conclude with a final recommendations report which would include new official plan policies as part of a new Secondary Plan for the Golden Mile.  It would also include development and urban design principles, a conceptual master plan and an implementation plan.  The final staff report is targeted to be presented to Scarborough Community Council in the third quarter of 2018.

Summary

This Official Plan Amendment (OPA) application proposes to amend the Official Plan to add a "Site and Area Specific Policy" for the subject site (the RioCan lands), located north of Eglinton Avenue between Warden Avenue and Thermos Road.  The proposed amendment would add new policies to guide future mixed-use development on the lands.  The RioCan lands are located within the "Golden Mile Focus Area"; one of six "Focus Areas" that have been identified in the Eglinton Connects Planning Study that are to be studied in association with construction of the Eglinton Crosstown Light Rail Transit. 

 

City Planning is undertaking a Golden Mile Secondary Plan Study, commencing in 2016.

 

This report provides preliminary information on the Official Plan Amendment application for the RioCan lands and seeks Community Council's direction on further processing of the application and on the community consultation process.

 

Planning Staff recommend that this amendment application be processed concurrently with the Golden Mile Secondary Plan Study and that the amendment be considered in the context of Council's consideration of the final Golden Mile Secondary Plan.

Summary

City Council, at its meeting on July 11, 12 and 13, 2012 adopted the staff report titled "Scarborough Centre – Public Space and Streetscape Master Plan" (SC17.22) and, in so doing, endorsed the Master Plan and supported the implementation of the projects and initiatives identified in the plan.  One of these initiatives is the reconfiguration of the two intersections on Ellesmere Road at Borough Approach West and at Borough Approach East, directly south of the Scarborough Civic Centre.  These two intersections have restricted traffic movements and only the east intersection is currently controlled by traffic signals.  The reconfiguration of these two intersections will improve access to the Scarborough Civic Centre and provide a safer and more convenient environment for pedestrians and cyclists.  The proposed reconfiguration also includes tree planting and other streetscaping improvements.

 

In considering SC17.22, City Council requested a second staff report on these improvements on the funding, prioritizing and necessary approvals for the implementation of these improvements.  This staff report, which was received by Scarborough Community Council at its meeting on October 10, 2012 (SC19.19), identified these intersection improvements as Priority 6, of the seven priority projects, for implementation in a 6 to 15 year time frame. 

 

Some of the higher priority projects have now been (or soon will be) complete, including the improvements to the Civic Green and streetscape improvements on Borough Drive.  Therefore, given the endorsement of these intersection improvements by City Council, their prominence as the southern entrance to the Scarborough Centre, and the recent completion of these other civic improvements in this area, it is now appropriate and advisable to proceed with the design and implementation of these significant improvements.

In this effort, I wish to add an item of new business at the April 5th Community Council meeting, requesting  that Scarborough Community Council permit a brief presentation from my staff providing update to the proposed Canada Day celebrations that are already underway.  As mentioned at a previous community council session, we identified interest in expanding Canada Day celebrations to include an additional campus at Scarborough Civic Centre and Albert Campbell Square.

 

My staff, in conjunction with a professional event planner, have been working on a theme for this day's event that, not only covers the story of Scarborough, but echoes the history of Canada.

 

As well, we will recount some of the events that have already been deemed a success, and highlight some of the proposals that are being entertained presently. Your input and more importantly involvement in this endeavour is greatly appreciated and welcome.
