On October 13th, 2016 Scarborough Community Council decided to issue a fence exemption for the hedge at 29 MacDuff Crescent.  Please see the decision at the following link.

 As stated in the decision, the hedge is not to exceed two metres in height. At the Scarborough Community Council meeting on November 15th, 2016, I will request to reopen this item with respect to the height. The arborist's report states that the minimum hedge height should be not less than at 8 feet, which is better reflected at 2.5 metres.

Summary

This report requests that City Council deny the application for a permit to remove one (1) privately-owned tree located at 16 Shropshire Drive. The application indicates the reason for removal is that the tree is located immediately next to the neighbour's driveway and that falling debris and sap have caused vehicle and property maintenance and safety issues for the homeowner and neighbour.

 

The subject tree is a Colorado blue spruce (Picea pungens var. glauca), measuring 45 cm in diameter.  Urban Forestry does not support the removal of this tree as it is healthy and maintainable.

The Municipal Code currently prohibits the use of this area for parking purposes across the City, with the exception of one street in Ward 8 (Shoreham Drive).

 

The exemption to the Municipal Code for Shoreham Drive was enacted by City Council in April 2015.  Therefore, the full implications of this "apron parking" on Shoreham Drive are not yet known due, in part, to the relatively moderate winter the city experienced last season.  Nevertheless, based on an assessment of the potential impacts of parked vehicles on traffic operations, pedestrian activity, and winter maintenance, and the potential safety implications, staff have concerns with the proposed exemption.  The implications of this proposal and the basis of these concerns are presented in this report for information.

Home to over 5,000 animals it is situated in a beautiful natural habitat in one of Canada's largest urban parks.  Opening its doors on August 15, 1974 the Toronto Zoo has been able to adapt throughout the years developing a vision to "educate visitors on current conservation issues and help preserve the incredible biodiversity on the planet", through their work with endangered species, plans for a wildlife health centre and through their Research & Veterinary Programs.

a.   Prior to issuance of an above-grade building permit, the Owner shall make a cash contribution to the City in the amount of sixty-five thousand dollars ($65,000 CDN) to be applied toward any one or more of improvements to the Warden Hilltop Community Centre, local parks or the library in the Warden Woods Community, at the discretion of the Chief Planner and Executive Director, City Planning in consultation with the Ward Councillor and local community, such amount to be indexed upwardly in accordance with the Statistics Canada Non-Residential Building Construction Price Index for Toronto, calculated from the date of registration of the Section 37 Agreement to the date of payment.

 

6.   In accordance with the delegated approval under by-law 229-2000, as amended, City Council be advised that the Chief Planner and Executive Director, City Planning intends to approve the draft plan of subdivision as generally illustrated on Attachment 10 to report dated October 26, 2016 from the Acting Director, Community Planning, Scarborough District, subject to:

 

a.   the conditions as generally listed in Attachment 10 to report dated October 26, 2016 from the Acting Director, Community Planning, Scarborough District, which except as otherwise noted must be fulfilled prior to final approval and the release of the plan of subdivision for registration;

These applications propose a 26-unit residential development comprised of three-storey townhouses on a former rail spur at 95 Pidgeon Street (formerly 0 Birchmount Road).  The subdivision application proposes to establish several blocks for the proposed townhouses and part of an extension to Pidgeon Street.

 

This proposal represents the residential infill and redevelopment of an unused rail spur for townhouses.  It continues the pattern of development that will occur at 743 Warden Avenue, immediately west and connected to the subject lands.

Summary

Agincourt Drive is a north-south residential road directly east of the Agincourt GO Station along the Agincourt/Stouffville Rail Corridor. Residents have been concerned about an intensification of traffic in the neighbourhood and an increase of speed of local and through traffic. Some sections of Agincourt Drive lacks sidewalk. Agincourt Drive abuts a pedestrian walkway that leads to the Agincourt Go platform as well as a crossover connecting the east and west sections of the historic Agincourt Village Community that is used not only by GO riders but children and their families walking to and from several local schools. As a result there is considerable pedestrian traffic at various times of the day.

 

We ask that a feasibility study be completed with a presentation to Scarborough Community Council for the Spring of 2017.

Summary

Twyn Rivers Drive is an old, winding road that cuts through the Rouge National Park that was first created over 100 years ago as a horse path to the local mill and cottages in the Rouge Valley. I am asking for a staff report that addresses safety issues with respect to this road.
