Community Council Recommendations

The Toronto and East York Community Council recommends that:

 

1.         City Council, in accordance with the delegated approval under By-law 229-2000, as amended, be advised that the Chief Planner intends to approve the draft plan of common elements condominium for the lands at 1359 Dupont Street, as generally illustrated on Attachment 1 to the report dated December 13, 2010, from the Director, Community Planning, Toronto and East York District, subject to:

 

a.         the conditions as generally listed in Attachment 2 to the report dated December 13, 2010, from the Director, Community Planning, Toronto and East York District, which, except as otherwise noted, must be fulfilled prior to the release of the plan of condominium for registration; and

 

b.         any such revisions to the proposed condominium plan or any such additional or modified conditions as the Chief Planner may deem to be appropriate to address matters arising from the on-going technical review of this development.

 

2.         City Council enact a Part Lot Control Exemption By-law with respect to the subject lands at 1359 Dupont Street as generally illustrated on Attachment 3 to the report dated December 13, 2010, from the Director, Community Planning, Toronto and East York District, to be prepared to the satisfaction of the City Solicitor and to expire two years following enactment by City Council.

 

3.         City Council require the owner to provide proof of payment of all current property taxes for the subject lands to the satisfaction of the City Solicitor, prior to the enactment of the Part Lot Control Exemption By-law.

 

4.         City Council, prior to the introduction of the Part Lot Control Exemption Bill, require the owner to register, to the satisfaction of the City Solicitor, a Section 118 Restriction under the Land Titles Act agreeing not to transfer or charge any part of the lands without the written consent of the Chief Planner or his designate.

 

5.         City Council authorize the City Solicitor to take the necessary steps to release the Section 118 Restriction from title at such time as confirmation is received that the Common Elements Condominium has been registered.

 

6.         City Council authorize and direct the City Solicitor to register the Part Lot Control Exemption By-law on title.

 

7.         City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Part Lot Control Exemption By-law as may be required.

Summary

This application was made on or after January 1, 2007 and is subject to the new provisions of the Planning Act and the City of Toronto Act, 2006.

 

The application for common elements condominium proposes a private common element driveway on the lands municipally known as 1359 Dupont Street.  The application is required to provide legal access to the individual townhouse units and to ensure ongoing shared ownership and maintenance of all the common elements.

 

The requested exemption from the Part Lot Control provisions of the Planning Act is required in order to permit the creation of seven separate conveyable townhouse lots.  In addition, this report recommends that the owner of the lands be required to register a Section 118 Restriction under the Land Titles Act agreeing not to convey or mortgage any part of the lands without the prior consent of the Chief Planner or his designate.

 

This report reviews and recommends approval of the Draft Plan of Common Elements Condominium and Part Lot Control Exemption.

The Toronto and East York Community Council recommends that:

 

1.         City Council direct the City Solicitor and appropriate staff to attend the Ontario Municipal Board (OMB) hearing to oppose the owner’s zoning appeals and site plan referral for 1030 King Street West.

 

2.         City Council direct the City Solicitor to also advise the OMB that City Council’s position is that any redevelopment of the site at 1030 King Street West, if approved by the OMB, should:

 

a.         secure services, facilities or matters pursuant to Section 37 of the Planning Act, as may be required by the Chief Planner and Executive Director; and

 

b.         satisfy the Chief Planner and Executive Director with respect to site plan matters, including the approval of plans and drawings and site plan conditions.

 

3.         City Council authorize the City Solicitor and City staff to take any necessary steps to implement the foregoing.

Summary

The Zoning By-law amendment and Site Plan Control applications for 1030 King Street West have been appealed to the Ontario Municipal Board (OMB) due to Council’s failure to make a decision on the applications within the time allotted by the Planning Act and the City of Toronto Act, 2006.  The applications propose to demolish the existing one-storey DaimlerChrysler car dealership building to be replaced with two10-storey towers fronting King Street West with two14-storey towers running perpendicular to King Street, through the interior of the site to Shank Street.

 

The purpose of this report is to seek City Council’s direction for the City Solicitor to oppose the proposal in its current form at the OMB and to advise the OMB of Council’s position regarding the appropriate form of development on the site.

Community Council Recommendations

The Toronto and East York Community Council recommends that:

 

1.         City Council amend Zoning By-law 438-86 for the former City of Toronto and the new Zoning By-law 1156-2010, substantially in accordance with the draft Zoning By-law Amendments, attached as Attachments 1 and 2, respectively, to the report dated January 17, 2011, from the Director, Community Planning, Toronto and East York District, headed "288A, 290 and 294 Adelaide Street West Rezoning Application - Supplementary Report", subject to:

 

a.         the Section 37 community benefits provisions being revised to require a $1.8 million contribution towards John Street streetscape improvements and local parks and a $200,000.00 contribution being made to public housing in Ward 20, the $200,000.00 to be paid upon the execution of the Section 37 Agreement and prior to the passage of the zoning by-law amendments, and the $1.8 million to be indexed from the date of the Section 37 Agreement and to be paid prior to the issuance of the first above grade building permit; and

 

b.         the Section 37 provisions being revised to require at least ten percent (10%) of the total number of dwelling units to be constructed in the building to be capable of being designed as three-bedroom dwelling units in compliance with the provisions of the Ontario Building Code, and these dwelling units to be shown on any marketing plans as three-bedroom units and to be marketed as potential three-bedroom dwelling units. These units may be sold and/or constructed with fewer bedrooms with provisions in the condominium documentation to allow renovation to three-bedroom units.

 

2.         City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendments as may be required.

 

3.         Before introducing the necessary Bills to City Council for enactment, City Council require the owner to enter into an Agreement pursuant to Section 37 of the Planning Act satisfactory to the Chief Planner and Executive Director, City Planning, and the City Solicitor.  The agreement is to be registered on title to the lands in a manner satisfactory to the City Solicitor and to secure the following:

 

a.         A $1.8 million contribution by the owner to the City towards John Street streetscape improvements and local parks, such payment to be made to the City prior to the issuance of the first above grade building permit and such payment to be indexed from the date of the Section 37 Agreement to the date of payment.

 

b.         A $200,000.00 contribution by the owner to the City towards public housing in Ward 20, such payment to be made upon the execution of the Section 37 Agreement and prior to the passage of the Zoning By-law Amendments.

 

c.         The design of the building substantially in accordance with the design of the building as shown on the drawings submitted to the City under the owner's zoning by-law amendment application and as date-stamped November 23, 2010 by the City, which design may be revised and detailed to the City's satisfaction through the site plan approval process pursuant to Section 114 of the City of Toronto Act.

 

d.         Potential three-bedroom dwelling units as noted in Recommendation 1b. above.

 

4.         City Council receive the report dated July 20, 2010, from the Director, Community Planning, Toronto and East York District, headed "Refusal Report – 288A, 290 and 294 Adelaide Street West – Zoning Amendment Application."

This application was made on or after January 1, 2007, and is subject to the new provisions of the Planning Act and the City of Toronto Act, 2006. It proposes a 37-storey mixed use building, 122.4 metres high, including mechanicals, at 288A, 290 and 294 Adelaide Street West.  The proposed development includes 281 apartments, approximately 276 square metres of retail space, 1562 square metres of office space, an at grade loading space, an 86 space, 5 level commercial parking garage above grade, and 4 levels of residential parking underground with 160 parking spaces.

 

The proposal represents over-development of the property contrary to the planning framework for King-Spadina. The building height that exceeds the zoning by-law permissions by 87.4 metres is significantly out of scale with the existing and planned built form context and creates negative impacts on the public realm and abutting and nearby properties that affects their use and enjoyment. Its approval would set a negative precedent for future development that undermines the vision for this area of the City. It also includes a 5-level above-grade commercial parking garage that promotes the use of private automobiles over transit and gives priority to commuter and all-day parking in the downtown contrary to the objectives of the Official Plan. City Planning recommends that Council refuse the zoning by-law amendment application.

Summary

This application was made before March 1, 2005, and is therefore not subject to the Provincial Policy Statement that came into force in 2006.

 

These lands are located adjacent to Grange Park. Both Grange Park and these lands are owned by the Art Gallery of Ontario (AGO). Grange Park is leased to the City of Toronto in perpetuity under the terms of a 1911 will. This application proposes that 20 Grange Road be re-designated Parks under the Official Plan and rezoned OR (x70) under the new Zoning By-law 1156-2010 to fully integrate the site into Grange Park. It will also be rezoned G under By-law 438-86.

 

This report reviews and recommends approval of the applications to amend the Official Plan and Zoning By-laws.

Summary

This staff report is about a matter for which the Toronto and East York Community Council has delegated authority from City Council to make a final decision. The applicant is the property owner who has requested a review of a notice given for graffiti in accordance with the provisions of the City of Toronto Municipal Code, Chapter 485 Graffiti to give consideration to the wall markings being classed as an Art Mural.

Summary

This staff report is about a matter for which the Toronto and East York Community Council has delegated authority from City Council to make a final decision. The Grass and Weeds by-law provides that the owner or occupant of private land shall cut the grass and weeds on their land and remove the cuttings whenever the growth of grass and weeds exceeds 20 centimetres in height. The subject property has plant growth in excess of 20 centimetres in the front and rear yard areas for which the owner has applied for relief to be exempted as a natural garden.

 

The front and rear yards were inspected and the Natural Environment Inspector determined that the garden was within the provision of the natural garden exemption requirements.

This staff report is about a matter for which the Toronto and East York Community Council has delegated authority from City Council to make a final decision. The applicant, being the property owner is seeking an exemption to the provisions of the City of Toronto Municipal Code, Chapter 447 Fences, Section 447-2(B), to permit an existing wrought iron fence constructed on top of a brick wall fence located adjacent to the south property line and also a chain link fence constructed at the west and north side of the property, to exceed the maximum allowable height. The Fence By-law provides that a fence in the rear or side yard area can be constructed to a height of 2 metres.  (See Attachments).

 

A wrought iron fence measuring approximately 0.99 metres in height was constructed on top of an existing brick wall fence that was built sometime in the early 1900s, along the south property line.  The brick wall fence varies in height from approximately 2.45 metres at the east side to 2.98 metres at the west side, due to the slope of the grade.  The brick wall fence measures approximately 59.8 metres in length.  The combined height of the wrought iron and brick fence varies in height from 3.44 metres at the east side and 3.97 metres at the west side, due the slope of the grade.

 

A 3.04 metre high chain link fence was built at the north west corner as an extension to an existing chain link fence for a distance of 52.6 metres along the west property line.

The Toronto and East York Community Council on August 17, 2010, on motion by the former Councillor Michael Walker, Ward 22, reopened Item TE34.33 - Fence Exemption at 301 Davisville Avenue for further consideration, and deferred this item until its meeting to be held in January 2011, in order for notice to be given.  The following provides the summary from Councillor Walker's letter.

 

On May 25, 2010, Toronto and East York Community Council heard item TE34.33 - Request for a Fence Exemption at 301 Davisville Avenue. Community Council did not grant the exemption.

 

The applicants have subsequently come to visit my office to discuss this issue; they were unfamiliar with the process and had not sought assistance from me until after the item was dealt with at Community Council.  The exemption request is for a section of fence 6.56 metres long that is at a height of 2.64 metres (0.64 metres over the allowable limit) which separates the applicant’s rear-yard and provides additional privacy from a neighbouring property.  I would like the opportunity to work with all the parties to see if we can arrive at a solution.

 

I am seeking your support and I will be making a motion at the August 17, 2010, Toronto and East York Community Council meeting to reopen this item, and bring it back to the first meeting of the new term.  In the interim, I have also requested that enforcement of the previous decision be held back until this item can be reheard.

This staff report is about a matter for which the Toronto and East York Community Council has delegated authority from City Council to make a final decision. Further the Fence By-law provides that a fence in the rear yard abutting a public lane can be constructed to a height of 2.5 metres.

 

The fence in the rear yard for which an exemption is being requested consists of several sections of wooden fence 2.42 metres in height situated on north and south sides of the rear yard. In addition, there is a section of fence 2.72 metres in height abutting the public lane on the east side of the rear yard. The section of fence on the north side of the yard is .9 metres in length and the 2 sections of fence on the south side of the yard are 1.6 metres and 7.36 metres in length. The section of fence on the east side of the rear yard is 3.86 metres in length consisting of 2 sliding panels of wooden fence and a supporting wooden header. (Schematic attached.)

 

The fence in the rear yard does not comply with the maximum permitted height of 2 metres for the north and south portions or 2.5 metres for the east portion. (Attachments 1-4.)

The applicant has worked with staff since 2007 to modify the proposed above-ground structure in order to minimize potential impacts to the trees, and has provided a satisfactory arborist report and tree preservation plan outlining protection measures that will be implemented to protect the trees during construction. Community Council Recommendations

The Toronto and East York Community Council recommends that:

 

1.         City Council restore the parking regulations on Dundas Street West, from Dovercourt Road to Sterling Road, to the former configuration that permits parking in the off-peak direction of travel during peak periods, namely on the north side (westbound) in the morning peak period from 7:00 a.m. to 10:00 a.m., and on the south side (eastbound) in the afternoon peak period from 3:30 p.m. to 6:30 p.m., including reinstating parking to areas where it was removed in 2009.

The Toronto and East York Community Council:

 

1.         Requested the General Manager, Transportation Services to report directly to City Council for its meeting on February 7, 2011, with the necessary amendments to the by-law to enact the changes in the parking regulations on Dundas Street West, and on several local streets intersecting with Dundas Street West, between Dovercourt Road and Sterling Road.

 

2.         Under its delegated authority, approved rescinding pay-and-display parking where currently implemented in proximity to Dundas Street West on Coolmine Road, Rusholme Road, Lisgar Street, Rusholme Drive, Beaconsfield Avenue, Gladstone Avenue, Sheridan Avenue, Brock Avenue, Marguereta Street, and St. Clarens Avenue, and directed that the previous parking regulations that existed on these streets, including the previous permit parking regulations, be restored, subject to City Council approval of Recommendation 1, in the Member Motion, dated December 14, 2010, from Councillor Ana Bailão, Ward 18, Davenport.

 

3.         Directed the Director of Transportation Services, Toronto and East York District, to submit the necessary Bills to Toronto and East York Community Council at its February 16, 2011 meeting to enact these parking regulation changes.

Summary

This motion is to request City Council to restore parking regulations on Dundas Street West, from Dovercourt Road to Sterling Road that will allow parking during rush hour periods on the off-peak side of the street and parking in areas where it was removed in 2009 and direct the General Manager of Transportation Services to report directly to City Council at its meeting of February 7, 2011, with the necessary amendments to the by-law to enact these changes in the parking regulations.  This motion also directs the Director of Transportation Services, Toronto and East York District to submit the necessary Bills to Toronto and East York Community Council at its February 16, 2011 meeting to rescind the pay-and-display parking provision implemented in 2009 on the commercial flank of several local streets intersecting with Dundas Street West, between Sterling Road and Dovercourt Road and to reinstate the former parking regulations that existed, including overnight permit parking, on these streets.

 

This is an urgent matter and one of the most critical issues in the Ward at this time, with considerable impacts on the struggling business community along this section of Dundas Street West.

This motion requests that Toronto and East York Community Council recommend that City Council advise the Alcohol and Gaming Commission of Ontario (the “AGCO”) that this application for a liquor licence is not in the public interest unless certain conditions, addressing the concerns of the community, are attached to the licence.

 

This establishment is located in close proximity to residential units. There are concerns in the community that an establishment with a liquor licence can cause noise and disturbance to residents in the area. Summary

182341 Ontario Inc. has submitted an application for a new liquor licence to the Alcohol and Gaming Commission of Ontario (“AGCO”) for premises at 184 Pearl Street, (a convenience address for 14 Duncan Street), operating under the name of Tequila Jack’s (the “Premises”). The Premises formerly operated as Piccadilly Circus. The applicant is seeking a liquor licence for a capacity of 650.

 

The Premises is one of three licensed establishments located in the building known municipally as 14 Duncan Street and there is a history of Liquor Licence Act violations at all three. The liquor licence for the Premises was suspended in 1996 and then revoked in1999 when it operated as Venus the Nightclub, as a result of several Liquor Licence Act violations. The licence was suspended in 2001 when the Premises operated as the Eleventh Hour because of overcrowding. Most recently, the licence was suspended in 2005 and 2007 while operating under the name Piccadilly Circus. Both of these suspensions resulted from serving underage patrons and allowing drunken patrons in the Premises.

 

The Premises is located in the City’s entertainment district among a large concentration of night clubs. Area residents are concerned that any licensed establishment which has a history of problems for past licensees can only lead to problems in the future. Their concerns relate in particular to noise, litter, safety and security, and other disturbances to residents in the area.

 

This application for a liquor licence is not in the public interest unless certain conditions, addressing the concerns of the community, are attached to the licence. Given the large capacity being sought for the Premises, under no circumstance should it be granted a liquor sales licence without conditions attached.

Summary

Anthony D’Arcy has submitted an application for a new liquor licence to the Alcohol and Gaming Commission of Ontario (“AGCO”) for premises at 60 Cecil Street, operating under the name of Sonic Coffee (the “Premises”). The applicant is seeking a liquor licence for the restaurant that has an indoor capacity of 26 patrons, and a combined outdoor capacity of 30 to be located on both rooftop and front patios.

 

Indoor Licence

The Premises is located adjacent to a residential area, therefore conditions should be placed on the indoor licence to mitigate noise impacts on neighbouring residents.

 

Rooftop Patio Licence

The lot on which the Premises is located abuts a residential lot, and as a result a rooftop patio is not permitted for the Premises in either the current in-force zoning by-law or the new City-wide Zoning By-law adopted by Council in August. It is premature for a liquor licence to be granted for the proposed rooftop patio due to the non-compliance with the zoning by-law. Even though the rooftop patio use is currently not permitted, if a liquor licence is granted for the rooftop patio by the AGCO, conditions should be placed on the licence to mitigate noise impacts on neighbouring residents and to restrict hours of operation of the patio.

 

Front Boulevard Patio Licence

The proposed front patio is located within the City’s road allowance for Cecil Street. The front patio is permitted under the zoning by-law; however the owner of the Premises must successfully apply to the City for a Boulevard Café Permit in order to use the City boulevard as a patio. If approved, the Permit will contain conditions regarding time of use that will assist in alleviating concerns by local residents regarding noise late at night. It is premature for a liquor licence to be granted for the proposed front boulevard patio until a Boulevard Café Permit is obtained by the applicant. Even though the front patio requires a Boulevard Café Permit, if a liquor licence is granted for the front patio by the AGCO, conditions should be placed on the licence to mitigate noise impacts on neighbouring residents and to restrict hours of operation of the patio.

 

The application for a liquor licence for the indoor area is not in the public interest unless conditions, addressing the concerns of the community, are attached to the licence.  The application for a liquor licence for the rooftop outdoor patio is not in the public interest due to the potential noise impacts on the surrounding residential area, and non-compliance with the City’s zoning by-law. The application for a liquor licence for the front patio is not in the public interest unless a Boulevard Café Permit is obtained from the City and unless certain conditions, addressing the concerns of the community, are attached to the licence.

Community Council Recommendations

The Toronto and East York Community Council recommends that:

 

1.         City Council confirm the action of the Toronto and East York Community Council in having directed the City Solicitor and the appropriate staff to appear at the Ontario Municipal Board to support the Toronto and East York Committee of Adjustment’s refusal of the application for variances for 621 King Street West, given that a three-day hearing will commence on February 2, 2011.

 

2.         City Council authorize the Chief Planner and Executive Director, City Planning, in consultation with the Ward Councillor, to secure services, facilities, community benefits, or other matters pursuant to Section 45(9) of the Planning Act, as may be required by the Chief Planner, should the proposal be approved in some form by the Ontario Municipal Board.

 

3.         City Council authorize the City Solicitor and other City staff to take any necessary steps to implement the foregoing.

Summary

On October 6th, 2010, the Toronto East York Committee of Adjustment refused nine (9) variances required to permit a mixed-use development on a vacant site at 621 King Street West. The variances related to height, angular plane, parking, building setbacks from lot lines and residential amenity space. City Planning staff submitted a report to the Committee recommending the refusal of the requested variances. The application proposes two towers of 12 and 11 storeys respectively to be built on the King Street West and Stewart Street frontages of the property. The proposal consists of 314 units with 296 underground parking spaces, permission for which was sought by way of minor variances and site plan approval.

 

The applicant has appealed the refusal of the Committee of Adjustment to approve the variances to the Ontario Municipal Board (OMB). The applicant has consolidated this appeal with an appeal of its Site Plan Control application in this matter due to the City's failure to make a decision within the time allotted by the Planning Act.

 

The proposal represents an over-development of the property that is not consistent with the planning policy framework. The intent of the Official Plan, and, in particular, the King-Spadina Secondary Plan, would not be maintained by the proposal, which is too dense and makes no provision for the heritage character of the area. The proposed height exceeds the Zoning By-law permissions by approximately 20 metres, or 6 storeys and would represent a negative precedent for the area. The proposal is not minor and does not meet the four tests used to assess Committee of Adjustment applications.

 

The Chief Planner has authorized the City Solicitor and City Planning to attend at the OMB in opposition to the Site Plan appeal.

 

The purpose of this Motion is to seek Council’s direction for the City Solicitor, together with City Planning and other appropriate staff, to oppose the appeal of the variances at the OMB. A three day hearing has been set for February 2, 2011.

 

In the event that this proposal is approved in some form by the OMB, Planning Staff, in consultation with the Ward Councillor, should request that services, facilities, community benefits, or other matters pursuant to Section 45(9) of the Planning Act be secured.

1.         City Council direct the City Solicitor and the appropriate staff to appear at the Ontario Municipal Board to ensure that any variances granted in connection with the development at 76 Lowther Avenue be subject to the following additional conditions:

 

a.         That the development proceed substantially in accordance with the plans submitted to the Committee of Adjustment, date-stamped October 26, 2010.

 

b.         That the proposed new detached garage be used only for the parking of vehicles and for storage and not be used for human habitation.

 

2.         City Council authorize the City Solicitor and other City staff to take any necessary steps to implement the foregoing.

Summary

On November 17, 2010, the Toronto East York Committee of Adjustment approved variances required to permit the alteration of a three-story detached dwelling at 76 Lowther Avenue. The proposed alteration would entail the demolition of an existing two-storey coach house and the construction of a rear two-storey addition and ground floor deck to the existing house. A detached garage would also be constructed in the rear yard.

 

The property at 76 Lowther is listed on the City of Toronto's Inventory of Heritage Properties. Accordingly, and at the request of the City's Heritage Preservation Services, the decision of the Committee to permit the variances was subject to one condition, which requires that: "Prior to the issuance of a building permit, final plans and drawings be submitted to the satisfaction of the Manager of Heritage Preservation Services."

 

A neighbour has appealed the decision of the Committee of Adjustment to the Ontario Municipal Board (OMB).  No hearing date has been scheduled yet.

 

There is some concern in the community that the proposed detached garage could be converted in the future to habitable living space. To address that concern, Planning Staff supports attaching the following additional conditions to the variances sought:

 

1.         That the development proceed substantially in accordance with the plans submitted to the Committee of Adjustment, date stamped October 26, 2010.

 

2.         That the proposed new detached garage be used only for the parking of vehicles and for storage and not be used for human habitation.

 

The applicant has consented to these conditions being attached to the variances. Accordingly, this motion seeks instructions for the City Solicitor and Planning Staff to attend at the hearing in order to ensure that the above-stated conditions are attached to any variances granted by the OMB.

1.         City Council authorize the City Solicitor to attend the Ontario Municipal Board hearing when a date is scheduled and hire an outside planner in support of the refusal of the variances regarding 10 Elderwood Drive.

Summary

On December 1, 2010, the Toronto and East York panel of the Committee of Adjustment refused an application for 10 Elderwood Drive in Ward 21. This motion is made to authorize the City Solicitor to attend the OMB hearing to oppose the appeal and uphold the Committee of Adjustment’s decision. While the applicant has appealed the Committee of Adjustment decision, no date has yet been set at the OMB.

 

I am concerned about this proposed development on a number of grounds, including the request for a substantial density variance (.851 times the area of the lot, where .6 is permitted) and the severe shadow and light reduction impacts for the neighbours to the east and west of this proposal. I especially oppose the side yard setback variance as it drives up the density and causes these negative impacts on the neighbours.

 

I am also concerned that the scale of the proposed building will be out of keeping with the smaller unique homes on this street. To date there have been no "Monster Homes" built on Elderwood Drive and the street has maintained its "micro neighbourhood" character featuring unique homes on lots with an abundance of green space and trees visible to the street. Allowing a "Monster Home" on Elderwood would set a dangerous precedent and begin the process of eroding the character of this street.

 

Further, and equally important, the issue of “Monster Homes” is becoming increasingly concerning to residents in the greater Forest Hill area and to me, as these types of applications are being made more frequently. The increasing pressure by applicants to build massive homes with high GFAs, little to no lot setbacks and substantial bulk and height is slowly eroding the charm and character of this neighbourhood. In an effort to approach these types of applications more systematically, residents and my office  are embarking on a planning exercise with City Planning Staff that will hopefully lead to the development of new community standards with respect to GFA, height, setbacks and alike.
