The Licensing and Standards Committee recommends that:
1. City Council appoint Councillor Mike Layton, Councillor Jim Karygiannis, Councillor Giorgio Mammoliti, Councillor Gord Perks, and Councillor Frances Nunziata to the Liquor Licensing Steering Committee.
2. City Council extend an invitation to local Members of Provincial Parliament to attend meetings of the Liquor Licensing Steering Committee with designated seating and name tags assigned for them and local communities be so advised of these meetings.

The Licensing and Standards Committee requested the Executive Director, Municipal Licensing and Standards and City Solicitor to make a presentation and submit a report to City Council, at its meeting on February 10, 2015, on recent actions taken by the Alcohol and Gaming Commission regarding conditions on new liquor licenses.

Summary
As directed by City Council, this report outlines work completed to date to address the City's interests in liquor licensing, including the development of a work plan, Steering Committee, Regulatory Working Group and Hospitality Industry Working Group. Recommendations that will improve the enforcement of municipal by-laws with respect to licensed establishments, restaurants, bars and entertainment establishments will be reported to City Council through Licensing and Standards Committee.
ML&S continues to build on and expand its partnerships with community and industry stakeholders including those represented by the Ontario Restaurant Hotel and Motel Association, Business Improvement Areas, residents' associations, as well as its enforcement partners, the Alcohol and Gaming Commission of Ontario and the Toronto Police Service. These stakeholders will participate in the newly formed Working Groups and public and stakeholder consultation sessions, conducted from February to April 2015.

LS1.4 - Resolving Vacant-Derelict Properties - Framework and Consultation Plan

Directed the Executive Director, Municipal Licensing and Standards, in consultation with the City Solicitor and other relevant City divisions, to report to the Licensing and Standards Committee meeting on October 19, 2015 with any by-law amendments required that would increase the City of Toronto's authorities to mitigate the impact of vacant-derelict properties.

Summary
Vacant-derelict properties negatively impact neighbourhoods and individuals by becoming dilapidated, causing hazards, becoming unsightly, becoming infested with pests, attracting trespassers, impacting streetscapes and overall community standards.
The City, particularly the Municipal Licensing and Standards (ML&S) division, becomes involved on a regular basis with properties that have fallen into dereliction, and which are subject to repeated complaints from the neighbourhood in which they are impacting. The intent of this initiative is to develop a program that will provide tools and a process by which the City can manage and resolve the impacts of these properties.
The preliminary elements of this strategy include maintaining a list of derelict properties to be shared amongst other relevant City divisions, including emergency service responders, monitoring and inspecting those properties on a proactively scheduled and cost recovery basis to ensure neighbourhood impacts are mitigated, and developing long-term property specific resolution strategies. This initiative may also include increased authorities in the event that properties are not compliant, up to and including, the potential for demolition. This initiative will consider approaches and tools necessary to address residential, commercial and industrial vacant-derelict properties, as appropriate.
It is proposed that staff will commence public consultations on the proposed strategy in the second quarter of 2015. The findings of the research and consultation will form a final staff report, expected October 2015.

2. Requested the Executive Director, Municipal Licensing and Standards, as part of her review of Chapter 545 – Licensing, to ensure that the City's regulatory regime accurately reflects the current business environment. Specifically, to streamline processes, to encourage the use of technology to make it easier for businesses to operate in Toronto.

As Chair of the Licensing and Standards Committee, my main responsibility is to ensure that business licensing and permitting issuance are undertaken by focussing on consumer protection, health and safety, and regulatory processes that are comprehensive and modernized. To do this, I am joining Mayor John Tory’s vision to take bold and innovative action to address critical challenges that our City faces, that is, to ensure that our City is more livable, affordable, functional, and conductive to do business by eliminating unnecessary regulations and red-tape, therefore, I’m asking for your support to initiate a comprehensive review of the Municipal Code Chapter 545 – Licensing (the “Bylaw”).

Summary
The City of Toronto's taxi licensing system is unstable and uncertain because City Council recently took actions that modified the regulatory framework of the industry, using an abbreviated approval process. Furthermore, the Council decision of February 19, 2014, had the effect of violating a fundamental notion of entrenched rights, bringing more turmoil to the industry.
Historically, pre-existing rights or licences with specific attributes have received protection under new legislation or regulations. Council's decision in February 2014 stripped standard taxi licences of that protection.
It is imperative that this fundamental right be protected if the industry is to succeed in embracing new technology and more effective operations. Any changes to the licensing structure of the industry must assess the economic viability and sustainability of the industry as well as provide for a reasonable and equitable phased implementation of initiatives.
