TS7.1 - Vision Zero Road Safety Plan: Safe School Zones Program

Committee Decision

The City-School Boards Advisory Committee recommends to the Public Works and Infrastructure Committee that:

 

1.  The General Manager, Transportation Services, in consultation with the Directors of the four Toronto school boards, provide an update annually to the City-School Boards Advisory Committee on progress toward implementing and measuring the impact of the Vision Zero Program of road safety initiatives for school zones.

 

2.  The General Manager, Transportation Services identify options and resource implications for expediting implementation of traffic safety measures in school zones as described under the City's Vision Zero Road Safety Plan to all 780 public schools, and report back to Public Works and Infrastructure Committee as part of Transportation Services’ bi-annual update report on the Road Safety Plan in third quarter of 2018.

The City-School Boards Advisory Committee:

 

1.  Requested that the recommendations of the City-School Boards Advisory Committee be submitted to the Public Works and Infrastructure Committee for consideration as part of the Vision Zero update to be considered on November 28, 2017.

 

The following gave a presentation on Vision Zero, Toronto Vision Zero Road Safety Plan:

 

-  The Manager, Traffic Safety Unit, Traffic Management Centre, Transportation Services

-  The Green Projects Team Leader, Toronto District School Board

Summary

The presentation by City of Toronto Transportation Services staff will provide background on the City's Vision Zero Road Safety Plan with focus on the new Safe School Zones program. It will include details on how schools are being prioritized, what elements are being introduced at each school from an engineering perspective, the data driven enforcement for dangerous driving behaviours in school zones and the new educational awareness program being developed that emphasizes school zone safety as well as promoting active and safe routes to school. There will also be information on the $100,000 funding grant from Partnership for Healthy Cities that will be used to fund the pilot implementation of a complete Safe School Zone at one school and the development of materials to support the educational awareness campaign. The City of Toronto is striving to achieve zero traffic-related fatalities in school zones while promoting safe and active routes to school.

The City-School Boards Advisory Committee recommends to the Executive Committee that:

 

1.  City Council request the Chair of the City-School Boards Advisory Committee to ask Toronto District School Board staff in Children's Services to report to the next meeting of the City-School Boards Advisory Committee on the capital request/expansion plans for child care and before-and-after school programs in Toronto Schools.

 

2.  City Council request the Chair of the City-School Boards Advisory Committee to request the Ministry of Education to send a representative to City-School Boards Advisory Committee meetings.

 

3.  City Council request the General Manager, Children's Services to forward to the Chairs of four School Boards the City's 2017  Child Care Growth Strategy for distribution to Trustees for information.

-   Karen Gray, Director, Service System Planning and Policy Development, Toronto Children's Services

Summary

Over the past seven months, staff in the Toronto District School Board, Toronto Catholic School Board, Toronto Children’s Services, Authorized Recreation Providers and child care operators have been collaborating on the expansion of before-and-after school programs for 4 to 12 year old children aligned with the regulations and policy.  In this presentation by Colleen Russell-Rawlins, Executive Superintendent Learning Centre 3 and Responsible for Early Years at the Toronto District School Board, will provide an overview of the status of Before-and-After School Programs in the Toronto District School Board and raise awareness of the challenges faced moving forward.

The Manager, Implementation and Support, Environment and Energy Division and the Senior Environmental Planner, Implementation and Support, Environment and Energy Division gave a presentation on Climate Action for a Healthy, Equitable and Prosperous Toronto.

Summary

In July 2017, City Council unanimously approved TransformTO's  Pathway to a Low Carbon Future. The Pathway identifies interim greenhouse gas (GHG) reduction goals across Toronto's urban systems of transportation, buildings, waste, and includes immediate strategies to get us on track. In addition to low-carbon goals and actions TransformTO also includes a set of guiding implementation principles to ensure all GHG reduction efforts also support improved public health, economic prosperity and social equity. The presentation by City of Toronto's Environment and Energy Division staff will provide an overview of the project process, approved strategy, and implementation approaches.
