CA9.6 - Toronto Public Library Board - Appointments

City Council Decision

City Council on September 21 and 22, 2011, adopted the following:

 

1.         City Council appoint the individuals listed in Confidential Attachment 1 to the Toronto Public Library Board, at the pleasure of Council, for a term of office ending on November 30, 2014 and until successors are appointed, under the Public Libraries Act and Council’s Public Appointments Policy.

 

2.         City Council authorize the City Clerk to make the appointees' names public once appointed by Council and the appointees have been notified.

 

3.         City Council identify the candidates listed in Confidential Attachment 2 as alternates for the Civic Appointments Committee to consider for appointment, in the order listed, if a vacancy occurs during the term.

 

4.         City Council direct that the names of the candidates identified as alternates remain confidential until appointed as members, as required under the Public Appointments Policy.

 

City Council has appointed the following persons to the Toronto Public Library Board:

 

-           Stephen Dulmage

-           Michael Foderick

-           Kimberley Korinek

-           Cameron Mackay

-           Ross Parry

-           Kenneth Stewart

-           Benjamin Wulffhart

-           Andrea Zammit

 

Confidential Attachment 2 remains confidential in its entirety at this time, in accordance with the provisions of the City of Toronto Act, 2006, as it contains information about identifiable persons.  The alternates' names will be made public if appointed to the Toronto Public Library Board.

CA6.2 – Toronto Port Authority

CA9.4 – Metro Toronto Convention Centre Board of Directors

CA9.5 – Toronto Parking Authority Board of Directors

CA9.6 – Toronto Public Library Board,

 

and staff be directed to provide the Committee with qualifications summaries and diversity information on the applicants for these boards.

 

Motion 4 by Councillor Perks, as it pertains to CA9.6, was not put to a vote.

Ruling by Deputy Speaker John Parker
Deputy Speaker Parker ruled that portion of motion 4 by Councillor Perks pertaining to CA9.6 redundant, given that City Council had already voted on referral motion 3 by Councillor Carroll, which lost.


6b - Motion to Refer Item moved by Councillor Mary Fragedakis (Redundant)

That City Council refer this Item (Toronto Public Library Board - Appointments) back to the Civic Appointments Committee and the Committee be directed to review its recommended citizen appointments to ensure, given the importance of libraries to the residents of the City of Toronto, the appointments reflect a balance of:

 

1.         qualified applicants covering the range of qualifications specified for the board;

2.          experienced and new members;

3.          geographic representation; and

4.          representation of the diversity and demographics of the community including age, gender, sexual orientation, aboriginal status, race and disability;

 

as required by the Public Appointments Policy.

Deputy Speaker Parker ruled motion 6b by Councillor Fragedakis redundant, given that City Council had already voted on referral motion 3 by Councillor Carroll, which lost.

Committee Recommendations

The Civic Appointments Committee recommends that:

 

1.         City Council appoint the individuals listed in Confidential Attachment 1 to the Toronto Public Library Board, at the pleasure of Council, for a term of office ending on November 30, 2014 and until successors are appointed, under the Public Libraries Act and Council’s Public Appointments Policy.

 

2.         City Council authorize the City Clerk to make the appointees' names public once appointed by Council and the appointees have been notified.

 

3.         City Council identify the candidates listed in Confidential Attachment 2 as alternates for the Civic Appointments Committee to consider for appointment, in the order listed, if a vacancy occurs during the term.

 

4.         City Council direct that the names of the candidates identified as alternates remain confidential until appointed as members, as required under the Public Appointments Policy.

Summary

Civic Appointments Committee Panel 3 submits its recommendations on appointments to the Toronto Public Library Board.
