City Council Decision

City Council on September 21 and 22, 2011, adopted the following:

 

1.         City Council appoint the individuals listed in Confidential Attachment 1 to the Item and Confidential Attachment 1 to the transmittal from the Civic Appointments Committee (CA9.8a) to the Toronto Atmospheric Fund Board of Directors, at the pleasure of Council, for a term of office ending on November 30, 2014 and until successors are appointed.

 

2.         City Council appoint the candidate noted in Confidential Attachment 1 to the transmittal from the Civic Appointments Committee (CA9.8a) as Chair.

 

3.         City Council authorize the City Clerk to make the appointees' names public once appointed by Council and the appointees have been notified.

 

4.         City Council identify the candidate listed in Confidential Attachment 2 to the transmittal from the Civic Appointments Committee (CA9.8a) as an alternate for the Civic Appointments Committee to consider should a vacancy occur during the term.

 

5.         City Council direct that the name of the candidate identified as an alternate remain confidential until appointed as a member, as required under the Public Appointments Policy

1          City Council refer the Public Appointments Policy to the City Manager, and request that he review and report to a future meeting of Council, on possible amendments that would strengthen the Public Appointment Policy, in particular:

 

·           Part 1: Guiding Principles, 1.4 Open, Competitive, and Equitable Process; 1.5 Selection Strategy

 

·           Part VI: Privacy Issues, Codes of Conduct; Conflict of Interest; particularly: 6.2, Information Provided to Members of Council and Designated City Staff

 

·           Part VII: Selection Process, particularly: 7.1 Screen for Eligibility; 7.2 Staff Review Team; 7.7 Attendance During Interviews; 7.8 Evaluating Qualifications; 7.9 Selection Objectives;  7.14 Diversity Monitoring

 

2.         City Council request the City Clerk and City Solicitor to provide written clarification to all Councillors on the applicability of this Policy, other privacy provisions, and the Code of Conduct, to staff in the Mayor's Office and Councillors Office.

 

3.         Until this review is complete, Council request the Civic Appointments Committee to ensure that no short-listing or interviewing of future candidates occur without the Staff Review Team providing a summary of qualifications and diversity, and that no staff, other than those of the City Manager's office and the Clerks be present at meeting.

Committee Recommendations

The Civic Appointments Committee that:

 

1.         City Council appoint the individuals listed in Confidential Attachment 1 to the Toronto Atmospheric Fund Board of Directors, at the pleasure of Council, for a term of office ending on November 30, 2014 and until successors are appointed.

 

2.         City Council authorize the City Clerk to make the appointees' names public once appointed by Council and the appointees have been notified.
