City Council Decision

City Council on May 17, 18 and 19, 2011, adopted the following:

 

1.         City Council establish the following bodies set out in Table 1, as amended, of the report (April 6, 2011) from the City Manager for the term ending November 30, 2014 or until their work is completed within the term:

2.                  City Council authorize the City Manager, in consultation with the City Clerk, to revise the Terms of Reference for the advisory bodies listed in Table 1, as amended, including revisions necessary for compliance with the following Council approved by-laws and policies:

 

a.                   Chapter 27 Section 130(B) of the Toronto Municipal Code, Council Procedures;

 

b.         Simplified Procedures for Advisory Bodies;

 

c.                   the Remuneration Policy; and

 

d.                  the equity and recruitment objectives contained in the Public Appointments Policy;

 

and that these bodies operate under their existing Terms of Reference until such time as they are revised.

 

3.                  City Council not establish the following bodies listed in Table 2, as amended, and Table 3 of the report (April 6, 2011) from the City Manager:

4.                  City Council request the appropriate Division Heads to determine whether alternative mechanisms are required to support ongoing divisional work of the bodies listed in Table 2, as amended, of the report (April 6, 2011) from the City Manager.

 

5.         City Council request the City Manager to report directly to the July 12, 2011 City Council meeting on the need for program advice and civic engagement in each program area, and to recommend an appropriate format and mechanism to meet those advisory or engagement needs.

 

6.                  City Council continue the Disability Issues Committee for the purposes of meeting the statutory requirement under section 29 of the Accessibility for Ontarians with Disabilities Act, 2005.

 

7.         City Council request the City Clerk to canvass members for their interest in being appointed to the Aboriginal Affairs Committee, Community Partnership and Investment Program Appeals Committee, Disability Issues Committee and Film, Television and Commercial Production Industry Committee, and report to the Striking Committee.

 

8.         City Council refer the following motions to the Mayor for consideration and report back to City Council at its meeting scheduled for July 12, 2011:

 

Moved by Councillor Mike Layton:

 

1.         That City Council amend Table 1 of the report (April 6, 2011) from the City Manager to include the City of Toronto French Committee to the list of bodies recommended for re-establishment for the 2010 to 2014 term and delete it from Table 2.

 

2.         That City Council amend Table 1 of the report (April 6, 2011) from the City Manager to include the Toronto Cycling Advisory Committee to the list of bodies recommended for re-establishment for the 2010 to 2014 term and delete it from Table 2.

 

Moved by Councillor Adam Vaughan:

 

As the City Council seeks to increase funding for the arts, and as highlighted in the Creative Capital Gains report Toronto's Art's community is large, diverse and in need of strong support from City Council. In order to make sure new investments in the cultural sector are having the desired impact on artists and cultural institutions, this task force would monitor the effectiveness of new investments and the deployment of new resources. It would be disbanded when the City hits its per capita benchmark. Until then:

 

That:

 

1.         City Council establish a Creative Cultural Advisory Committee for the term ending November 30, 2014 or until their work is completed within the term.

 

2.         That the composition of the Creative Cultural Advisory Committee include, but not be limited to, citizens,  the business community, not-for-profit foundations and organizations, artists, the cultural community and Councillors.

 

3.         The Creative Cultural Advisory Committee meet quarterly and report to the Economic Development Committee.

 

4.         City Council authorize the City Manager, in consultation with the General Manager of Economic Development and Culture and the City Clerk, to develop the Terms of Reference for the Creative Cultural Advisory Committee, ensuring compliance with the following Council approved by-laws and policies:

 

a.         Chapter 27 Section 130(B) of the Toronto Municipal Code, Council Procedures;

 

b.         Simplified Procedures for Advisory Bodies;

 

c.         the Remuneration Policy; and,

 

d.         the equity and recruitment objectives contained in the Public Appointments Policy;

 

5.         City Council direct the City Manager to report to City Council, through the Economic Development Committee by September 2011, on the Terms of Reference for the Creative Cultural Advisory Committee.

Parks organizations across the City are forming to provide stewardship and support for local parks. In order to assist the City in creating a parks conservancy model that includes various stakeholders with expert guidance and advice as proposals for Parks Improvement Associations are formed:

 

That:

 

1.         City Council establish a Parks Conservancy Task Force for the term ending November 30, 2014 or until their work is completed within the term.

 

2.         The composition of the Parks Conservancy Task Force may include, but not be limited to, citizens, landscape professionals, arborists, sports organizations, dog owners and Councillors.

 

3.         The Parks Conservancy Task Force meet quarterly and report to the Parks and Environment Committee.

 

4.         City Council authorize the City Manager, in consultation with the General Manager of Parks Forestry and Recreation and the City Clerk, to develop the Terms of Reference for the  Parks Conservancy Task Force, ensuring compliance with the following Council approved by-laws and policies:

 

a.         Chapter 27 Section 130(B) of the Toronto Municipal Code, Council Procedures;

 

b.         Simplified Procedures for Advisory Bodies;

 

c.         the Remuneration Policy; and,

 

d.         the equity and recruitment objectives contained in the Public Appointments Policy;

 

5.         City Council direct the City Manager report back to City Council, through the Parks and Environment Committee by September 2011, on the Terms of Reference for the Parks Conservancy Task Force.

1.         That City Council amend Table 1 of the report (April 6, 2011) from the City Manager to include the Toronto Pedestrian Committee to the list of bodies recommended for re-establishment for the 2010 to 2014 term and delete it from Table 2.

 

2.         That City Council amend Table 1 of the report (April 6, 2011) from the City Manager to include the Nathan Phillips Square Revitalization Community Advisory Group to the list of bodies recommended for re-establishment for the 2010 to 2014 term and delete it from Table 2.

That:

 

1.         City Council establish an Anti-Gridlock Task Force for the term ending November 30, 2014, or until their mandate is complete, to advise Council on issues related to grid-lock, commuting and mobility in the City and that membership should include members of the cycling community, pedestrians, transit riders, taxi-cab community, and representatives from both the Toronto Board of Trade and the Canadian Automobile Association comprise membership.

 

2.         City Council direct the City Manager to develop a Terms of Reference for the Anti-Gridlock Task Force and report to Council through the Public Works and Infrastructure Committee.

            That:

 

1.         City Council re-establish the Access and Equity Committee (issues to include: race relations, women's issues, LGBTQ concerns, religious diversity, etc.) for the 2010-2014 term or until their work is completed within the term.

 

2.         City Council direct the City Manager to report back to City Council, through the Executive Committee by September 2011, on the Terms of Reference for the Access and Equity Committee.

 

3.         City Council direct the Office of Equity, Diversity and Human Rights to provide support to the Committee.

That City Council amend Table 1 of the report (April 6, 2011) from the City Manager to include the Task Force to Bring Back the Don to the list of bodies recommended for re-establishment for the 2010 to 2014 term and delete it from Table 2.

That City Council amend Table 1 of the report (April 6, 2011) from the City Manager to include the Children's Services Advisory Committee to the list of bodies recommended for re-establishment for the 2010 to 2014 term and delete it from Table 3.

 

Moved by Councillor Ana Bailão:

 

That the Motion by Councillor Robinson be amended by adding the words "through the appropriate standing committee" so that it now reads as follows:

 

That City Council request the City Manager to report directly to the July 12, 2011 City Council meeting through the appropriate standing committee on the need for program advice and civic engagement in each program area, and to recommend an appropriate format and mechanism to meet those advisory or engagement needs.

That for all advisory bodies that Council establishes that were not contained in the Committee's recommendations or the City Manager's supplementary report (Film Board, Community Partnership and Investment Program, the Aboriginal Affairs Committee and the Disabilities Issues Committee), City Council direct that:

 

1.         the composition of these bodies include at least 2 Members of Council; and

 

2.         the advisory body not commence its work until Council has appointed the Council Members.

City Council adopt the following recommendations in the report (May 10, 2011) from the City Manager:

 

1.      City Council re-establish the Aboriginal Affairs Committee:

 

a.   for the 2010-2014 term, or until their work on the Urban Aboriginal Framework is complete,

b.   that their Terms of Reference  from the previous Term of Council still apply, and

c.   that they receive support through the Office of Equity, Diversity & Human Rights as directed in the report to the Executive Committee April 2011.

 

2.      City Council request the City Clerk to canvass members of Council for their interest in being appointed to the Aboriginal Affairs Committee and report to the Striking Committee.

 

And in so doing, City Council add the Aboriginal Affairs Committee to Table 1 titled "Bodies Recommended for Establishment for the 2010 to 2014 Term" of the report (April 6, 2011) from the City Manager; and delete the Aboriginal Affairs Committee from Table 2 titled "Advisory Bodies Not Recommended for Establishment and Referred to Staff to Determine Future Requirements" of the report (April 6, 2011) from the City Manager.

As the City Council seeks to increase funding for the arts, and as highlighted in the Creative Capital Gains report Toronto's Art's community is large, diverse and in need of strong support from City Council. In order to make sure new investments in the cultural sector are having the desired impact on artists and cultural institutions, this task force would monitor the effectiveness of new investments and the deployment of new resources. It would be disbanded when the City hits its per capita benchmark. Until then:

 

That:

 

1.         City Council establish a Creative Cultural Advisory Committee for the term ending November 30, 2014 or until their work is completed within the term.

 

2.         That the composition of the Creative Cultural Advisory Committee include, but not be limited to, citizens,  the business community, not-for-profit foundations and organizations, artists, the cultural community and Councillors.

 

3.         The Creative Cultural Advisory Committee meet quarterly and report to the Economic Development Committee.

 

4.         City Council authorize the City Manager, in consultation with the General Manager of Economic Development and Culture and the City Clerk, to develop the Terms of Reference for the Creative Cultural Advisory Committee, ensuring compliance with the following Council approved by-laws and policies:

 

a.         Chapter 27 Section 130(B) of the Toronto Municipal Code, Council Procedures;

 

b.         Simplified Procedures for Advisory Bodies;

 

c.         the Remuneration Policy; and

Parks organizations across the city are forming to provide stewardship and support for local parks. In order to assist the City in creating a parks conservancy model that includes various stakeholders with expert guidance and advice as proposals for Parks Improvement Associations are formed:

1.         City Council establish a Parks Conservancy Task Force for the term ending November 30, 2014 or until their work is completed within the term.

 

2.         The composition of the Parks Conservancy Task Force may include, but not be limited to, citizens,  landscape professionals, arborists, sports organizations ,dog owners and Councillors.

 

3.         The Parks Conservancy Task Force meet quarterly and report to the Parks and Environment Committee.

Committee Recommendations

The Executive Committee recommends that:

 

1.                  Council establish the bodies set out in Table 1 of the report (April 6, 2011) from the City Manager,) for the term ending November 30, 2014 or until their work is completed within the term:

 

2.                  City Council authorize the City Manager, in consultation with the City Clerk, to revise the Terms of Reference for advisory bodies listed in Table 1 of the report (April 6, 2011) from the City Manager, including revisions necessary for compliance with the following Council approved by-laws and policies:

 

a.                   Chapter 27 Section 130(B) of the Toronto Municipal Code, Council Procedures;

 

b.         Simplified Procedures for Advisory Bodies;

 

c.                   the Remuneration Policy; and,

 

d.                  the equity and recruitment objectives contained in the Public Appointments Policy;

 

and that these bodies operate under their existing Terms of Reference until such time as they are revised;

 

3.                  City Council not establish the bodies listed in Table 2 and Table 3 of the report (April 6, 2011) from the City Manager;

 

4.                  City Council request the appropriate Division Heads to determine whether alternative mechanisms are required to support ongoing divisional work of the bodies listed in Table 2 of the report (April 6, 2011) from the City Manager;

 

5.                  City Council continue the Disability Issues Committee for the purposes of meeting the statutory requirement under section 29 of the Accessibility for Ontarians with Disabilities Act, 2005;  and

 

6.                  Council request the City Clerk to canvass members for their interest in being appointed to the Disability Issues Committee and the bodies listed in Table 1 of the report (April 6, 2011) from the City Manager, and report to the Striking Committee.

Summary

At the request of the Mayor, staff have reviewed the existing Council advisory bodies and working committees relative to future City requirements.  This report sets out recommendations regarding Council advisory bodies and working committees established for the 2006 to 2010 Council term.  Unless otherwise noted, all bodies established during the 2006 to 2010 Council term are considered dissolved.

 

I am also recommending that the Terms of Reference for advisory bodies to be established or re-established be referred to my office for review to ensure compliance with Council approved by-laws, policies and procedures.

"That the City Manager report directly to Council on the need for program advice and civic engagement in each program area, and to recommend an appropriate format and mechanism to meet those advisory or engagement needs."
