City Council on May 17, 18 and 19, 2011, referred Item NY6.38 back to the North York Community Council for further consideration at its September 12, 2011 meeting and requested the Chief Planner and Executive Director, City Planning, to hold a public meeting to review transportation issues, both air and road impacts with the local neighbourhood.

That City Council delete Recommendation 1.c. in its entirety and replace it with the following new recommendation 1.c.:

That City Council, through the District Planning and Environmental Assessment processes for the William Baker District, direct staff to develop an intersection design/engineering solution that would prohibit westbound vehicular traffic accessing Grandravine Drive across Keele Street.

Community Council Recommendations

North York Community Council recommends that:

 

1.         City Council amend the Official Plan substantially in accordance with the proposed Official Plan Amendment attached as Attachment No. 1 to the report (March 4, 2011) from the Director, Community Planning, North York District, with the following amendments:

 

a.         that a Policy 5.6 be added, as follows:

 

"5.6     Notwithstanding Policy 5.1, but subject to all policies of this Secondary Plan, City Council may pass Zoning By-law Amendments to permit a density of up to 0.85 FSI to a maximum of 450 units in the Neighbourhoods in the Allen District without an amendment to this Secondary Plan";

 

b.         that Map 7-11 "Gross Density" be deleted and replaced with a new Map 7-11 which shows a maximum gross density of 0.85 FSI for the Neighbourhoods designation in the Allen District;

 

c.         that the appropriate Policies in the proposed Downsview Area Secondary Plan be amended to ensure that:

 

"The current and any future versions of the Downsview Area Secondary Plan preserve and maintain the existing configuration and physical structure of the on and off ramps that move traffic to and from Wilson Heights Boulevard and Allen Road."

         

2.         City Council adopt Recommendations 1a. and 1b. referred to above, subject to Build Toronto Inc. advising that it will withdraw Official Plan Amendment Application 10 289554 NNY 10 OZ for an updated Downsview Area Secondary Plan, to the satisfaction of the City Solicitor.

 

3.         City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Official Plan Amendment as may be required.

 

4.         City Council approve the Transportation Master Plan which satisfies Phases 1 and 2 of the Municipal Class Environmental Assessment process attached as Attachment No. 3 to the Final Report (February 17, 2010) from the Director, Community Planning, North York District.

 

5.         City Council approve the Servicing and Stormwater Management Master Plan which satisfies Phases 1 and 2 of the Municipal Class Environmental Assessment process attached as Attachment No. 4 to the Final Report (February 17, 2010) from the Director, Community Planning, North York District.

 

6.         City Council direct Staff to schedule a community consultation meeting for the Official Plan Amendment application submitted by Build Toronto Inc. with the Councillor for Ward 10, in consultation with the Councillor for Ward 9.

 

7.         City Council direct that notice for the community consultation meeting for the Official Plan Amendment application submitted by Build Toronto Inc. be given to landowners and residents within 120 metres of the Secondary Plan area and to interested parties for the City-initiated Downsview Area Secondary Plan Review.

 

8.         City Council direct that notice for the public meeting under the Planning Act for the Official Plan Amendment application submitted by Build Toronto Inc. be given according to the regulations of the Planning Act and to interested parties for the City-initiated Downsview Area Secondary Plan Review.

 

9.         City Council direct appropriate City Staff, through the District Plan process in the Downsview Secondary Plan area, to request that all capital costs associated with infrastructure related to future Community Services and Facilities (as is noted in the financial impact statement) on federally-owned Parc Downsview Park (PDP) land be assumed by PDP and/or relevant private development firms, including but not limited to: Parks, Community & Recreation Centre(s), Toronto Emergency Medical Services, Toronto Fire Services and Toronto Police Services.

 

10.       City Council direct appropriate City Staff, through the District Plan process in the Downsview Secondary Plan area, to request that the 2 acres of land required for the new Downsview Toronto Fire Services station be donated by Parc Downsview Park (PDP) to the City of Toronto.

 

11.       City Council direct the Chief Planner, in consultation with the Chief Financial Officer and City Solicitor, to create mechanisms that ensure that community facilities for Ward 9 are provided in a timely manner to accommodate Parc Downsview Park's development of the Stanley Greene Neighbourhood, Sheppard Neighbourhood and Chesswood Neighbourhood and Allen West Neighbourhood.

 

12.       City Council direct the Chief Planner, in consultation with the Chief Financial Officer and City Solicitor, to create mechanisms that ensure that community facilities for Ward 10 are provided in a timely manner to accommodate Build Toronto's development of the Allen East Neighbourhood.

 

13.       City Council direct the Chief Planner, in consultation with the Chief Financial Officer and City Solicitor, to create mechanisms that ensure that community facilities for Ward 8 are provided in a timely manner to accommodate Parc Downsview Park's development of the William Baker Neighbourhood.

North York Community Council commenced its statutory public meeting on March 9, 2010 and continued the public meeting on June 22, 2010 and notice was given in accordance with the Planning Act.  North York Community Council commenced a further statutory public meeting on March 22, 2011 and continued the public meeting on April 21, 2011 and notice was given in accordance with the Planning Act.  The persons who addressed the North York Community Council at the various public meetings referred to above are listed under the section headed, "Speakers". 

 

Colin Ramdial, Senior Planner, Community Planning, North York District, gave a presentation to the North York Community Council on further information before the Community Council regarding the Downsview Area Secondary Plan.

(February 17, 2010) Report from the Director, Community Planning, North York District

Summary

The purpose of this report is to present the conclusions of the Downsview Area Secondary Plan review, recommend adoption of amendments to the Official Plan including an updated Downsview Area Secondary Plan and recommend approval of the Downsview Transportation Master Plan, and Servicing and Stormwater Management Master Plan. The proposed Downsview Area Secondary Plan is a transit-supportive plan that will foster the development of complete communities.  The proposed Secondary Plan conforms to the Places to Grow Growth Plan and is consistent with the Provincial Policy Statement.

That North York Community Council recommend to City Council that:

 

1.         City Council increase the maximum density from 0.5 FSI to 0.85 FSI in the Neighbourhoods in the Allen District, and direct that Recommendation 1 of the March 4, 2011 Supplemental Report from the Director, Community Planning, North York District, be amended to add Policy 5.6 as follows:  "Notwithstanding Policy 5.1 but subject to all policies of this Secondary Plan, City Council may pass Zoning By-law Amendments to permit a density of up to 0.85 FSI to a maximum of 450 units in the Neighbourhoods in the Allen District without an amendment to this Secondary Plan."

 

2.         City Council adopt Recommendation 1 in the report (April 5, 2011) from the Director, Community Planning, North York District, and this adoption be subject to Build Toronto Inc. advising that it will withdraw Official Plan Amendment Application 10 289554 NNY 10 OZ for an updated Downsview Area Secondary Plan, to the satisfaction of the City Solicitor.

 

3.         City Council adopt Recommendation 1 (as amended by Recommendations 1 to 2 of the report (April 5, 2011) from the Director, Community Planning, North York District) and Recommendations 2 to 7 of the March 4, 2011 Supplemental Report from the Director, Community Planning, North York District.

At its meeting of March 9, 2010, North York Community Council considered the February 17, 2010 Final Report from the Director, Community Planning, North York District on the Downsview Area Secondary Plan Review.  This report recommended adoption of amendments to the Official Plan, including an updated Downsview Area Secondary Plan, and recommended approval of the Downsview Transportation Master Plan and Servicing and Stormwater Management Plan.  North York Community Council deferred consideration of the Final Report to its meeting of June 22, 2010 to provide for additional consultation on the recommended Secondary Plan and directed staff to report back on a number of matters.  This report responds to that direction.

At its meeting of June 22, 2010, North York Community Council considered the February 17, 2010 Final Report and the May 31, 2010 Staff Report from the Director, Community Planning, North York District on the Downsview Area Secondary Plan Review.  These reports recommended adoption of amendments to the Official Plan, including an updated Downsview Area Secondary Plan, recommended approval of the Downsview Transportation Master Plan and Servicing and Stormwater Management Master Plan and responded to directions from North York Community Council from its meeting of March 9, 2010. 

 

North York Community Council deferred consideration of these reports and directed staff to report back on a number of additional matters.  This report responds to that direction.

 

The report also presents an updated Secondary Plan for City Council approval to resolve the Ontario Municipal Board appeal by Parc Downsview Park Inc. of its Official Plan Amendment application for an updated Downsview Area Secondary Plan and to address a similar application by Build Toronto Inc.  This Secondary Plan is the same as the staff-recommended Secondary Plan tabled at North York Community Council at its meetings of March 9, 2010 and June 22, 2010 with the exception of some minor policy wording modifications and clarifications.  These policy wording refinements have been endorsed by both Parc Downsview Park and Build Toronto.

 

This report also sets out the Official Plan Amendment application submitted by Build Toronto for additional residential density permissions on its lands in the Allen District, which is not reflected in the staff-recommended Secondary Plan.  The report seeks Community Council's directions on further processing of the application and on the community consultation process.   A Final Report and Public Meeting under the Planning Act to consider this application is targeted for the third quarter of 2011, provided any required information is submitted by the applicant in a timely manner.
