The Planning and Growth Management Committee:

 

1.         Requested the Chief Planner and Executive Director, City Planning Division, to include the following matters in the scope of work for the Five Year Review of the Official Plan and Municipal Comprehensive Review:

 

(a)        Rezoning of community plazas or retail centres to require the retention of a similar amount and type of retail and commercial space on site.

 

(b)        Mixed Use areas to require a minimum mix of various types of development – retail, office, light industrial, residential.

 

(c)        Intensification along key Higher Order Public Transit Routes – Finch Avenue East and West, Sheppard Avenue East and West, and Eglinton Avenue East and West.

 

(d)       Policies to enhance Public Spaces, including Rights of Way, and identify new public squares in key locations.

 

(e)        Enhance protection of established neighbourhoods by way of ensuring that Floor Space Index/Gross Floor Area provisions in Zoning By-laws for residential neighbourhoods are given status within the Official Plan as being fundamental to the character of residential neighbourhoods.

 

2.           Requested the Chief Planner and Executive Director, City Planning Division, to consult with faith groups on their concerns about land use permission for places of worship

 

3.           Directed that public meetings be held in each ward at the request of the local councillors as part of the process, including Business Improvement Associations, Residents' Associations and major institutions as part of the consultations.

 

4.           Requested that all Secondary Plans, Existing Avenue Studies and Heritage Conservation Districts be preserved as part of the process and that any proposed changes to these districts be dealt with separately.

 

5.           Requested that all school boards and the City meet separately to make sure the educational needs of the City are given attention.

 

6.           Requested the Chief Planner and Executive Director, City Planning, hold a stand-alone meeting as part of the Five Year Review of the Official Plan and Municipal Comprehensive Review to obtain public input on affordable housing policies.

 

7.           Adopted the consultation strategy approach outlined in the report (May 10, 2011) from the Chief Planner and Executive Director, City Planning, as amended in Recommendations 1 to 6 above.

 

8.           Requested the Chief Planner and Executive Director, City Planning, to schedule public open houses/public meetings in different areas of Toronto and roundtable meetings with representatives of key stakeholder groups to consult on aspects of the Official Plan that may need to be revised.

 

9.           Requested the Chief Planner and Executive Director, City Planning, to report back to the Planning and Growth Management Committee on the results of the public consultation process.

Summary

This report informs Planning and Growth Management Committee of the need to undertake a statutory review of the City of Toronto Official Plan commencing in 2011 as required by the Planning Act and the concurrent commencement of a Municipal Comprehensive Review under the Provincial Growth Plan.  The report outlines a general work program and a public consultation strategy for the 5 Year Official Plan Review and Municipal Comprehensive Review.
