City Council Decision

City Council on February 7 and 8, 2011, adopted the following:

 

1.         City Council restore the parking regulations on Dundas Street West, from Dovercourt Road to Sterling Road, to the former configuration that permits parking in the off-peak direction of travel during peak periods, namely on the north side (westbound) in the morning peak period from 7:00 a.m. to 10:00 a.m., and on the south side (eastbound) in the afternoon peak period from 3:30 p.m. to 6:30 p.m., including reinstating parking to areas where it was removed in 2009.

Community Council Recommendations

The Toronto and East York Community Council recommends that:

 

1.         City Council restore the parking regulations on Dundas Street West, from Dovercourt Road to Sterling Road, to the former configuration that permits parking in the off-peak direction of travel during peak periods, namely on the north side (westbound) in the morning peak period from 7:00 a.m. to 10:00 a.m., and on the south side (eastbound) in the afternoon peak period from 3:30 p.m. to 6:30 p.m., including reinstating parking to areas where it was removed in 2009.

Decision Advice and Other Information

The Toronto and East York Community Council:

 

1.         Requested the General Manager, Transportation Services to report directly to City Council for its meeting on February 7, 2011, with the necessary amendments to the by-law to enact the changes in the parking regulations on Dundas Street West, and on several local streets intersecting with Dundas Street West, between Dovercourt Road and Sterling Road.

 

2.         Under its delegated authority, approved rescinding pay-and-display parking where currently implemented in proximity to Dundas Street West on Coolmine Road, Rusholme Road, Lisgar Street, Rusholme Drive, Beaconsfield Avenue, Gladstone Avenue, Sheridan Avenue, Brock Avenue, Marguereta Street, and St. Clarens Avenue, and directed that the previous parking regulations that existed on these streets, including the previous permit parking regulations, be restored, subject to City Council approval of Recommendation 1, in the Member Motion, dated December 14, 2010, from Councillor Ana Bailão, Ward 18, Davenport.

 

3.         Directed the Director of Transportation Services, Toronto and East York District, to submit the necessary Bills to Toronto and East York Community Council at its February 16, 2011 meeting to enact these parking regulation changes.

Summary

This motion is to request City Council to restore parking regulations on Dundas Street West, from Dovercourt Road to Sterling Road that will allow parking during rush hour periods on the off-peak side of the street and parking in areas where it was removed in 2009 and direct the General Manager of Transportation Services to report directly to City Council at its meeting of February 7, 2011, with the necessary amendments to the by-law to enact these changes in the parking regulations.  This motion also directs the Director of Transportation Services, Toronto and East York District to submit the necessary Bills to Toronto and East York Community Council at its February 16, 2011 meeting to rescind the pay-and-display parking provision implemented in 2009 on the commercial flank of several local streets intersecting with Dundas Street West, between Sterling Road and Dovercourt Road and to reinstate the former parking regulations that existed, including overnight permit parking, on these streets.

 

This is an urgent matter and one of the most critical issues in the Ward at this time, with considerable impacts on the struggling business community along this section of Dundas Street West.
