City Council Decision
City Council on June 6, 7 and 8, 2012, adopted the following:
1. City Council request the Director, Community Planning, Etobicoke York District, to undertake an Area Study of the Newcastle/Portland Community of Mimico, including a review of existing land uses, urban design and gateway features, and examining the current differences in employment uses for the lands bounded by CN/Metrolinx Rail, Royal York Road, Portland Street and Grand Avenue, and on the west side of Royal York Road along Judson Avenue, the lands bounded by CN/Metrolinx Rail, Royal York Road, Willowbrook Road and the south side of Judson Avenue, with such Study to be done within the context of the 5-year review of the Official Plan and the Municipal Comprehensive Review.

That City Council amend Etobicoke York Community Council Recommendation 1 by adding the words "and examining the current differences in employment uses" following the words "gateway features" and by adding the following words after the words "Grand Avenue":
"and on the west side of Royal York Road along Judson Avenue, the lands bounded by CN/Metrolinx Rail, Royal York Road, Willowbrook Road and the south side of Judson Avenue"
so that the Recommendation now reads as follows:
1. City Council request the Director, Community Planning, Etobicoke York District, to undertake an Area Study of the Newcastle/Portland Community of Mimico, including a review of existing land uses, urban design and gateway features, and examining the current differences in employment uses for the lands bounded by CN/Metrolinx Rail, Royal York Road, Portland Street and Grand Avenue, and on the west side of Royal York Road along Judson Avenue, the lands bounded by CN/Metrolinx Rail, Royal York Road, Willowbrook Road and the south side of Judson Avenue, with such Study to be done within the context of the 5-year review of the Official Plan and the Municipal Comprehensive Review.

Community Council Recommendations
Etobicoke York Community Council recommends that:
1. City Council request the Director, Community Planning, Etobicoke York District, to undertake an Area Study of the Newcastle/Portland Community of Mimico, including a review of existing land uses, urban design and gateway features for the lands bounded by CN/Metrolinx Rail, Royal York Road, Portland Street and Grand Avenue, with such Study to be done within the context of the 5-year review of the Official Plan and the Municipal Comprehensive Review.

Summary
In north-Mimico, the lands bounded by the CN/Metrolinx Rail lands to the south, Royal York Road to the west, Grand Avenue to the east, and Portland Street to the north, is a community undergoing revitalization with new residential developments encroaching on old light industrial communities. Along Royal York Road there is a moderate area of commercial units that form the local business improvement association.
At the far south of the area is the local Mimico GO Station, an increasingly valuable asset in this community offering a much-needed public transit option. The industrial area flanks the neighbouring GO Station, offering limited public parking. Some of the industrial buildings sit empty while others are in disrepair.
With the increasing population, growth on the avenue and smaller residential streets, there is a demand for an overall improvement to the streetscape, transportation routes and to the businesses in the area to better compliment the needs and of the community and better use of the land adjacent to the GO Train.
