City Council Decision
City Council on October 2, 3 and 4, 2012, adopted the following:
1. City Council direct staff to enter into discussions with the Province to consider policies that include recognition of housing for seniors as an Employment Use where appropriate numbers of caregiver and medical staff are employed on a full-time basis.

Committee Recommendations
The Planning and Growth Management Committee recommends that:
1. City Council direct staff to enter into discussions with the Province to consider policies that include recognition of housing for seniors as an Employment Use where appropriate numbers of caregiver and medical staff are employed on a full-time basis.

The Planning and Growth Management Committee:
1. Directed Staff to review the application to amend the Official Plan to permit an assisted living facility and a long term care facility at 185 Yorkland Boulevard concurrently and in the context of, the statutory Five Year Review of the Official Plan, which includes a Municipal Comprehensive Review that has been commenced by the City Planning Division.
2. Authorized staff to:
a. Schedule a community consultation meeting for the lands at 185 Yorkland Boulevard, together with the Ward Councillor.
b. Provide notice for the community consultation meeting to landowners and residents in the area bounded by 401 to the south, Victoria Park to the East, Pleasant View Boulevard to the North and the 404 to the West, at the applicant's expense.
c. Notice for the public meeting under the Planning Act be given according to the regulations for the Planning Act.

Summary
This application proposes to amend the Official Plan and convert employment lands at 185 Yorkland Boulevard to permit the use of the existing 10-storey hotel building for an assisted living facility and the development of a 3-storey long term care facility. The development would also include a new 5-storey combined all-suites hotel and office building along the Yorkland Boulevard frontage of the site. Amendments would not be required to facilitate the construction of the new hotel and offices uses as they are permitted by the Official Plan and former City of North York Zoning By-law. The development would provide 250 surface parking spaces.
This report provides preliminary information on the above-noted application and seeks Planning and Growth Management Committee's directions on further processing of the application and on the community consultation process.

2. Amend Recommendation 2 b. as follows:
b. Provide notice for the community consultation meeting to landowners and residents in the area bounded by 401 to the south, Victoria Park to the East, Pleasant View Boulevard to the North and the 404 to the West, at the applicant's expense.
That Recommendation 2 of the report be amended by deleting the words " Upon completion of the Municipal Comprehensive Review".
That Recommendation 1 of the report be amended by deleting after "long term care facility at 185 Yorkland Boulevard" the balance of the recommendation so that it now reads:
1. Staff be directed to review this application to amend the Official Plan to permit an assisted living facility and a long term care facility at 185 Yorkland Boulevard.
Amend Recommendation 2 of the report by deleting the words "Upon completion of the Municipal Comprehensive Review"
