City Council Decision
City Council on May 7, 8, 9 and 10, 2013, adopted the following:
1. City Council authorize the Executive Director, Social Development, Finance and Administration to enter into and administer an agreement with Citizenship and Immigration Canada for the Toronto Newcomer Initiative for up to $400,000.00 gross and $0 net for the period April 1, 2013 to March 31, 2014.
2. City Council authorize the Executive Director, Social Development, Finance and Administration to receive funds from Citizenship and Immigration Canada in the amount of up to $400,000.00 to support the Toronto Newcomers Initiative for 2013-2014.
3. City Council authorize the Executive Director, Social Development, Finance and Administration to have delegated authority to extend future contracts and receive and expend funds from Citizenship and Immigration Canada as specified through annual contract renewals to support the Toronto Newcomer Initiative for future years, and to be approved through the annual budget process.
4. City Council increase Social Development, Finance and Administration's 2013 Approved Operating Budget on a one-time basis an amount of $300,000.00 gross and $0 net, including 3 temporary positions and $100,000.00 gross and $0 net in 2014, including one temporary position, for a total of $400,000.00 gross and $0 net for 2013 and 2014.

Committee Recommendations
The Executive Committee recommends that:
1. This report seeks authority to receive and spend funds from Citizenship & Immigration Canada (CIC) to extend the Toronto Newcomer Initiative (TNI) for an amount of up to $400,000.00 gross and $0 net for the period April 1, 2013 to March 31, 2014. This includes an increase of three temporary positions to provide secretariat support for the identified activities of the City of Toronto Newcomer Strategy. TNI is 100 percent federally funded by CIC.
