EX31.4 - Environmental Project Report Addendum for Eglinton Crosstown Light Rail Transit (Jane Street to Keelesdale Park)

City Council Decision

City Council on May 7, 8, 9 and 10, 2013, adopted the following:

 

1.         City Council support the alignment changes contained in the Metrolinx Environmental Project Report Addendum (April 2013) from the Eglinton Crosstown Light Rail Transit project (Jane Street to Keelesdale Park).

 

2.         City Council request that Metrolinx defer consideration of the Maintenance Storage Facility described in the Metrolinx Environmental Project Report Addendum (April 2013) Sections 2.2 and 3.5.

 

3.         City Council request that Metrolinx agree to further public consultation on the Maintenance Storage Facility regarding whether there is a need to use the full site for the maintenance facility, and that the City Manager report back to the Executive Committee.

 

4.         City Council request that Metrolinx establish, in consultation with the local councillors and as part of this consultation process, a community working group to continue discussions on the Maintenance Storage Facility with a view to identify additional space for other uses and/or possible phasing of the yard construction.

 

5.         City Council request that Metrolinx construct a sidewalk on the east side Black Creek Drive, between Photography Drive and Weston Road.

 

6.         City Council request that Metrolinx consider alternatives (above or below grade) to the "at grade" portion of the LRT west of Weston Road over to Jane Street.

 

7.         City Council request Metrolinx to consult with the community and the local Councillor on the planned redevelopment of the Scotiabank property, located at the northeast corner of Eglinton and Weston Road, for the Mount Dennis Station Facility.

Committee Recommendations

The Executive Committee recommends that:

Summary

On May 17, 2010, the Ministry of the Environment approved the Environmental Project Report for the Eglinton Crosstown Light Rail Transit project.  Subsequent to the approval of the Environmental Project Report, the first phase of this project – the 19-kilometre section between the Mount Dennis neighbourhood (Weston) and Kennedy Station (Scarborough) has received Provincial funding and is currently in the preliminary stages of detailed design and preparation for construction.

 

However during the design phase, Metrolinx has identified changes to the project that are inconsistent with the project presented in the 2010 Environmental Project Report.  Metrolinx is proposing a change to the alignment in the section from Jane Street east to Keelesdale Park.  In addition, a maintenance and storage facility has been added to the project.  The maintenance and storage facility will be located at 3500 Eglinton Avenue West (former Kodak lands) and will be used to store and maintain light rail vehicles.

 

These changes to the project have been documented in an Environmental Project Report Addendum, which has been reviewed by City staff.

 

The purpose of this report is to outline the proposed changes in the Environmental Project Report Addendum and seek approval from City Council for the revised project.
