Community Council Decision
North York Community Council directed that:
1. City Planning staff schedule a community consultation meeting for the lands at 2779, 2781 Yonge Street and 15-17, 19-21 Strathgowan Avenue together with the Ward Councillor, once the applicant has submitted further information respecting the existing and proposed rental units and information respecting existing tenants.
2. City Planning staff give notice for the community consultation meeting to landowners and residents, including tenants, within 120 metres of the site and that the notice area of the community consultation meeting be extended to include, in addition to the 120 metre notice area, all landowners and residents in the area bounded by Glenview Avenue and Alexander Muir Road on the north, Briar Hill and Sherwood Avenues on the south, Duplex Avenue on the west and Mount Pleasant Road on the east, as well as all landowners and residents on Blythwood Road from Mount Pleasant Road to the ravine; and that the applicant pay the City for the costs associated with extending the notice area.
3. City Clerk's staff give notice for the public meeting under the Planning Act according to the regulations under the Planning Act.

Summary
The rezoning and rental housing demolition proposal is to demolish the existing commercial building and 3 rental residential buildings and replace them with an 11 storey 33.5 m high (including mezzanine level) residential building with 130 residential units (102 condominium units and 28 rental replacement units) with a density of 4.69 FSI.
A Rental Housing Demolition and Conversion application under Section 111 of the City of Toronto Act (Chapter 667 of the Municipal Code) has been made and will be reviewed concurrently with the Zoning By-law application.
This report provides preliminary information on the above-noted applications and seeks Community Council's directions on further processing of the applications and on the community consultation process.
The report recommends that a community consultation meeting be scheduled together with the Ward Councillor once the applicant has submitted further information respecting the rental matters. A Final Report and a Public Meeting under the Planning Act will be scheduled following community and tenant consultations, the submission of additional materials and the resolution of outstanding issues.

That North York Community Council:
1. Adopt the staff recommendations in the Recommendations Section of the report (April 24, 2013) from the Director, Community Planning, North York District, with Recommendation 2 being amended to include the following:
"That the notice area of the community consultation meeting be extended to include, in addition to the 120 metre notice area, all landowners and residents in the area bounded by Glenview Avenue and Alexander Muir Road on the north, Briar Hill and Sherwood Avenues on the south, Duplex Avenue on the west and Mount Pleasant Road on the east, as well as all landowners and residents on Blythwood Road from Mount Pleasant Road to the ravine; and that the applicant pay the City for the costs associated with extending the notice area”.
