The Public Works and Infrastructure Committee:

1.         Requested the Chief Planner and Executive Director and the Chief Building Official/Executive Director to assist the General Manager, Solid Waste Management Services, in a review of the building development guidelines for multi-residential buildings to accelerate the City's efforts to reduce, reuse and recycle.

2.         Requested the General Manager, Solid Waste Management Services, to report to the Public Works and Infrastructure Committee on June 19, 2013, with the proposed terms of reference and process for the development of a Long Term Waste Management Strategy, including the proposed principles, scope, statement of work, key deliverables, consultation, costs and timelines of the study, prior to initiating the Request for Proposal for a consultant.

3.         Requested the General Manager, Solid Waste Management Services, to report to the June 19, 2013 meeting of the Public Works and Infrastructure Committee with a detailed plan for 2013 and 2014 on increasing education and support to all residential customers to reduce the amount of divertible waste ending up in the waste stream, including staffing, budget and actions.

4.         Requested the General Manager, Solid Waste Management Services, to report to the June 19, 2013 meeting the Public Works and Infrastructure Committee with a detailed plan on getting green bins into all city-served multi-unit residential buildings in 2013, 2014 and beyond, including details on staffing, budget and actions to implement green bin roll-out and provide follow up customer service to maximize diversion.

This report addresses City Council’s request for a follow-up report on the plan to get to 70% Solid Waste Diversion by 2010.  The report provides a summary of the status of the 70% plan initiatives; an explanation of why 70% has not been achieved; and, describes the plans for moving forward on diversion initiatives in 2013 including the  development of a  Long Term Waste Management Strategy.

Solid Waste Management Services staff will develop the Long Term Waste Management Strategy, in consultation with community stakeholders.  The Long Term Waste Management Strategy will recommend waste management policies and programs, including the management of post diversion residual waste, which are environmentally sustainable and economically viable. Staff will provide regular updates to Public Works and Infrastructure Committee on the development of the Long Term Waste Management Strategy.  Ultimately, staff will also bring forward to City Council a final report on the findings once the Long Term Waste Management Strategy has been completed.

In 2013, staff will continue to proceed with numerous source separation initiatives as originally identified in the Target 70 plan, such as focusing on the source separated organics rollout in the multi-residential sector and schools, while concurrently developing the Long Term Waste Management Strategy.
