Community Council Decision

The Toronto and East York Community Council directed that:

 

1.         Staff schedule a community consultation meeting for the lands at 70 and 72 Carlton Street together with the Ward Councillor.

 

2.         Notice for the community consultation meeting be given to landowners and residents within 120 metres of the site, and to additional residents and owners to be determined in consultation with the Ward Councillor, with any additional mailing costs to be borne by the applicant.

 

3.         Notice for the public meeting under the Planning Act be given according to the regulations under the Planning Act.

Summary

A Zoning Amendment application has been submitted for 70 and 72 Carlton Street to permit a 45-storey mixed used building consisting of a 7-storey base building and a 38-storey residential tower.  The development site is located at the northeast corner of Church Street and Carlton Street, directly across from the Maple Leaf Gardens building. As the proposal involves a related group of buildings with 6 or more rental units, the applicant has also submitted a rental housing demolition application under Section 111 of the City of Toronto Act (File 13 135082 STE 27 RH).

 

This report provides preliminary information on the above-noted application and seeks Community Council's direction on further processing of the application and on the community consultation process.

 

It is recommended that a community consultation meeting be scheduled by staff, in consultation with the Ward Councillor.  A Final Report and public meeting under the Planning Act to consider the application is targeted for late 2013, provided that the issues raised in this report and through the review of the application are satisfactorily resolved, and that any requested information and revised application is submitted by the applicant in a timely manner.

That the Toronto and East York Community Council adopt the recommendations in the report (April 19, 2013) from the Director, Community Planning, Toronto and East York District, subject to amending Recommendation 2 to read as follows:
