Committee Decision

The Chair of the Budget Committee ruled the item out of order as it requires a re-opening of Item EX36.17 headed "2014 Rate Supported Budgets - Toronto Water and 2014 Water and Wastewater Rates and Service Fees", adopted as amended by City Council on December 16, 17 and 18, 2013 and, as a result, the item was withdrawn from the agenda.

Summary

Beginning July 1, 2014, metered water customers who have not permitted an automated water meter to be installed on their property under the City's Water Meter Program will be charged a Manual Meter Reading Fee in the amount of $80.00 per meter reading in addition to what they already have to pay for water supply to their property. Flat rate water customers are to be charged a Legacy fee of $1,020 per year. In addition, failure to comply with the City's Water Meter Program may result in a fine of up to $50,000, and ultimately, loss of water. The third party supplier continues to send letters to this effect.

I have met with residents from across the City on this matter and there is a concern that there is no alternative option available. An amendment to the City of Toronto Municipal Code, Chapter 851, Water Supply may be necessary.

I request that this matter be added to the June 20th, 2014 Budget Committee Agenda.
