Motions (City Council)

1 - Motion to Amend Item moved by Councillor Shelley Carroll (Redundant)

That City Council amend the Integrity Commissioner's Recommendation 2 so that it now reads as follows:

 

2.         City Council request that Mayor Ford apologize to Councillor Ainslie in writing and on the floor of Council, and that Mayor Ford acknowledge the Integrity Commissioner's finding of wrong doing under the Code of Conduct, and further request that the Mayor's apology and acknowledgement of the Integrity Commissioner's findings be communicated via the same outlet as the initial breach of conduct (i.e. via robocall to the residents of Ward 43) at his expense.

Speaker Nunziata ruled motion 1 by Councillor Carroll redundant due to Council's adoption of motion 2 by Councillor Leon.

Point of Order by Councillor Gord Perks

Councillor Perks, rising on a Point of Order, stated that Councillor Ford's remarks about staff giving recklessly inadequate information should be withdrawn.

Ruling by Speaker Frances Nunziata
Speaker Nunziata, accepted the Point of Order and ruled that Councillor Ford's comments were not in order and ask that he withdraw his remarks.

Councillor Ford stated that he did not know whether the Speaker understood English or not but he would not withdraw his remarks.


Point of Privilege by Councillor Maria Augimeri

Councillor Augimeri, rising on a Point of Privilege, stated that Councillor Ford's remarks impugn the Speaker's privilege and asked that he apologize.

Speaker Nunziata accepted the Point of Privilege and asked Councillor Ford to retract his comments otherwise he would be asked to leave the Council Chamber.

Councillor Ford retracted his comments.


Point of Privilege by Mayor Rob Ford

Mayor Rob Ford, rising on a Point of Privilege, stated that he had spoken to legal counsel.  Mayor Ford apologized to Councillor Ainslie for sending a robocall to Ward 43 residents.

 

Councillor Ainslie accepted Mayor Rob Ford's apology.

Ruling by Speaker Frances Nunziata
Speaker Nunziata ruled that Councillor Ford should refrain from comments that Members are speaking from their bully pulpit and attacking the Mayor. The Speaker asked Councillor Ford to retract his comments.

Councillor Ford stated that he would not retract his comments.

Speaker Nunziata asked Councillor Ford a number of times to retract his comments.

Councillor Ford stated that he would not retract his comments as they were accurate.
