The Planning and Growth Management Committee:

 

1.         Directed staff to investigate and report on the opportunity for an enhanced trail connection between the Don Mills Trail and the Don Valley Trail system in conjunction with the Official Plan Amendment application.

 

2.         Requested the Director, Urban Design, City Planning to evaluate the property at 1150 Eglinton Avenue East for potential listing on the City's Inventory of Heritage Properties and report to the Toronto Preservation Board, North York Community Council and City Council in early 2015.

 

3.         Requested the Director, Urban Design, City Planning to evaluate the heritage listed property at 844 Don Mills Road for potential designation under Part IV, Section 29 of the Ontario Heritage Act, and report to the Toronto Preservation Board, North York Community Council and City Council in early 2015.

 

4.         Directed staff to schedule a community consultation meeting for the lands at 844 Don Mills Road and 1150 Eglinton Avenue East together with the Ward Councillor.

 

5.         Directed that notice for the community consultation meeting be given to landowners and residents within 120 metres of the site and landowners and residents on Wynford Drive, Gervais Drive, Garamond Court, Concorde Place, Concorde Gate, Wynford Heights Crescent, Ferrand Drive, Windom Road, Seton Park Road, Wilket Creek Road, 10-52 Rochefort Drive, and 789-793 and 797 Don Mills Road.

 

6.         Requested that Notice for the public meeting under the Planning Act be given according to the regulations of the Planning Act.

 

7.         Directed the Chief Planner and Executive Director, City Planning to submit the Final Report on 844 Don Mills Road and 1150 Eglinton Avenue East to the Planning and Growth Management Committee.

Summary

This application was submitted on May 8, 2014 and proposes to convert the majority of the Employment Area site at 844 Don Mills Road and 1150 Eglinton Avenue East (Celestica International Inc.) by redesignating the western portion of the lands to Mixed Use Areas in order to permit residential uses. A total of 2,897 residential units, 77,136m2 of office space and 9,105m2 of retail space is proposed on seven development blocks with new public streets and open space.

 

As part of the Municipal Comprehensive Review (MCR) and in response to a request to convert these lands, Council has considered the land use of these lands by adopting Official Plan Amendment 231 on December 16, 2013.  OPA 231 retains these lands as Employment Areas, which does not permit the residential uses that are now proposed by the above noted application. The Minister of Municipal Affairs and Housing (MMAH) must approve the Official Plan Amendment and did so on July 9, 2014.  The Minister's decision may now be appealed to the Ontario Municipal Board.

 

This report provides preliminary information on the above-noted application and seeks Planning and Growth Management Committee's directions on further processing of the application and on the community consultation process. This report recommends that staff schedule a community consultation meeting and submit the Final Report for 844 Don Mills Road and 1150 Eglinton Avenue East  to the Planning and Growth Management Committee subject to the applicant submitting all required information in a timely manner.
