City Council Decision

City Council, on August 25, 26, 27 and 28, 2014, adopted the following:

 

1.         City Council approve the McNicoll Bus Garage Draft Environmental Project Report and authorize submission of the Environmental Project Report (EPR) to the Ministry of Environment (MOE).

 

2.         City Council request the Chief Executive Officer, Toronto Transit Commission to report back to the Toronto Transit Commission (TTC) on details of proposed mitigations to demonstrate all MOE requirements will be satisfied, as well as reporting on consultation with Toronto Public Health regarding community health impacts of the project.

 

3.         In addition to the greening initiatives directed by the Toronto Transit Commission, City Council direct that the following be included, similar to what was done at the Leslie Barns:

 

a.         provision of a green roof in excess of Toronto Green Standard requirements;

 

b.         maximizing tree canopy on site;

 

c.         minimizing or eliminating storm-water runoff from the site; and

 

 d.        installation of rooftop photovoltaic cells

 

and that the TTC consult with the public on perimeter landscape design and other opportunities to enhance the building exterior.

 

4.         City Council request the Toronto Transit Commission to hire a third party consultant with cultural competencies to undertake all further community consultation at the McNicoll Bus Garage including:

 

a.         enhanced architectural features for delineating the new bus garage from the other nearby users;

 

b.         ways to better integrate the bus garage into the neighbourhood;

 

c.         communications to the larger community on the true benefits of improved transit service; and

 

d.         other outreach measures into the surrounding communities.

City Council adopted a procedural motion under Item MM55.75 to remove this Item from the jurisdiction of the Planning and Growth Management Committee and bring it forward for consideration by City Council.

That City Council request the Toronto Transit Commission to hire a third party consultant with cultural competencies to undertake all further community consultation at the McNicoll Bus Garage including:

 

a.         enhanced architectural features for delineating the new bus garage from the other nearby users;

 

b.         ways to better integrate the bus garage into the neighbourhood;

 

 c.        communications to the larger community on the true benefits of improved transit service; and

 

d.         other outreach measures into the surrounding communities.

Councillor Del Grande, rising on a Point of Privilege, stated that Item PG35.23 concerned his Ward and that he has not been consulted on this matter prior to Council.  Councillor Del Grande requested that the item be held down until 7:30 p.m. so he could obtain more information.


Point of Order by Councillor Gord Perks

Councillor Perks, rising on a Point of Order, stated that he was unclear about what motions were on the floor, and whether Deputy Mayor Kelly has moved approval of the McNicoll Bus Garage draft  Environmental Assessment report.

Speaker Nunziata accepted the Point of Order and asked the City Clerk to respond. John Elvidge, Director, Secretariat advised Council that the Deputy Mayor had not intended to move approval of the draft Environmental Assessment report and that the recommendations would still need to be moved.


Point of Privilege by Councillor Josh Colle

Councillor Colle, rising on a Point of Privilege, stated that he objected to remarks made by Councillor Maria Augimeri that the Deputy Mayor had betrayed the Toronto Transit Commission.  Councillor Colle stated that Toronto Transit Commission staff had assisted with preparing the Deputy Mayor's motion.  Councillor Colle requested that Councillor Augimeri retract her remarks.

That the Planning and Growth Management Committee request TTC staff to report directly to City Council on the feasibility of relocating the bus garage; if the bus garage cannot be relocated, then the Transit Project Assessment Study should include a full environmental review of the impacts on the community, including working with the local community on traffic concerns.
