City Council Decision

City Council on May 6, 7 and 8, 2014, adopted the following:

 

1.         City Council request the Director, Community Planning, Toronto and East York District and the Executive Director, Social Development, Finance and Administration to:

 

a.         convene an interdivisional working group with the objective of exploring potential redevelopment and revitalization scenarios of the Scadding Court Community Centre in accordance with the Redevelopment and Revitalization and Principles, Item TE20.44 approved by City Council at its meeting on November 27, 28 and 29, 2012, in consultation with the Councillors of Wards 19 and 20. The interdivisional Working Group will include staff from the following Divisions:

 

i.          City Planning;

ii.         Social Development, Finance and Administration;

iii.        Parks, Forestry, and Recreation;

iv.        Facilities and Real Estate;

v.         Legal Services;

vi.        Transportation Services;

vii.       Engineering and Construction Services;

viii.      Toronto Public Library; and

ix.        Scadding Court Community Centre Staff; and

 

b.         provide a joint report, authored by the Chief Planner and Executive Director, City Planning Division and the Director, Social Development, Finance, and Administration, which details the progress of the interdivisional working group, and a community consultation strategy, to Toronto and East York Community Council within the first quarter of 2015.

Community Council Recommendations

The Toronto and East York Community Council recommends that:

 

1.         City Council request the Director of Community Planning, Toronto and East York District and the Executive Director, Social Development, Finance and Administration:

 

a.         To convene an interdivisional working group with the objective of exploring potential redevelopment and revitalization scenarios of the Scadding Court Community Centre in accordance with the Redevelopment and Revitalization and Principles contained in the staff report, dated October 19, 2012, Item TE20.44, from the Director of Community Planning, Toronto and East York District, and adopted by City Council on November 27, 2012, in consultation with the Councillors of Wards 19 and 20. The interdivisional Working Group will include staff from the following Divisions:

 

i.          City Planning;

ii.         Social Development, Finance and Administration;

iii.        Parks, Forestry, and Recreation;

iv.        Facilities and Real Estate;

v.         Legal Services;

vi.        Transportation Services;

vii.       Engineering and Construction Services;

viii.      Toronto Public Library;

ix.        Scadding Court Community Centre Staff.

Summary

The Scadding Court Community Centre (SCCC), located at the southeast corner of Dundas Street West and Bathurst Street and founded in 1978, is a multi-service community centre offering a range of programs, services and opportunities. It contains fitness facilities, including two pools, childcare and classroom facilities, general purpose community space, and the Toronto Public Library - Sanderson Branch. It is situated next to Alexandra Park.

 

While the SCCC currently provides many benefits and services to the surrounding community, it is in need of revitalization to facilitate accessibility, address building inefficiencies with heating and air-conditioning, and most importantly, to provide additional community space to continue to meet the needs of the growing and demographically changing neighbourhood.

 

As the community centre is run by an agency which is part of the Association of Community Centres, the revitalization and redevelopment of the lands will not be financed by the City, but rather achieved through a partnership with a private developer. Potential future redevelopment of the lands may include a mix of residential and non-residential uses, in addition to the replacement of the existing community centre and library facilities.

 

In 2012, following several community consultation meetings, and internal working group meetings with City staff in consultation with the Councillors of Wards 19 and 20, City Planning Staff brought forward a set of Redevelopment and Revitalization and Principles to provide further direction regarding any redevelopment of the SCCC.  The report, which was endorsed by City Council on November 27, 2012, can be found at the following link:

In order to explore opportunities for the revitalization of the SCCC, it is recommended that City Staff, led by City Planning and Social Development, Finance and Administration Staff, convene an interdivisional working group to explore partnership options and concept plans for redevelopment which implement the Redevelopment and Revitalization and Principles noted above.

 

It is also recommended that staff report back on the progress of this working group in the first quarter of 2015.
