Community Council Decision

North York Community Council directed that:

 

1. City Planning staff schedule a community consultation meeting for the lands at 939 Eglinton Avenue East together with the Ward Councillor.

 

2. City Planning staff give notice for the community consultation meeting to landowners and residents within 120 metres of the site and that the notice area of the community consultation meeting be extended to include, in addition to the 120 metre notice area, all Leaside landowners and residents within the area bounded by lands on the north sides of Kilgour Road and Glenvale Road to the north, the Don River to the east, the CP rail corridor to the south, Moore Park Ravine/Beltline Trail to the west, Moore Park Avenue to the north and the lands on the east side of Bayview Avenue; and that the applicant pay the City for the costs associated with extending the notice area.

 

3. City Clerk's staff give notice for the public meeting under the Planning Act according to the regulations of the Planning Act.

Summary

This application proposes to amend the former Town of Leaside Zoning By-law No. 1916 to permit a mixed use development with residential, office, and commercial uses.  This rezoning application is being filed in conjunction with an application previously submitted to amend the City of Toronto Official Plan Employment Areas designation (File No. 13 107003 NNY 26 OZ).

 

The development proposes 1,500 residential units, 2,950 m2 of retail space, 9,690 m2 of office space, 1,639 parking spaces in 4 levels of underground parking, a 0.22 ha public park and a new 16.5 metre wide public road.  The proposal is comprised of two development parcels. The north parcel is proposed to be developed with two residential towers with heights of 19 and 24 storeys connected by an 8-storey mixed-use mid rise building along the Eglinton Avenue East frontage. The south end of the north parcel is proposed to be developed with two residential towers with heights of 31 and 34 storeys connected by an 8-storey mid-rise building along the north side of the proposed new public road. The south parcel is proposed to be developed with a 6-storey office building at the northwest corner of Brentcliffe Road and Vanderhoof Avenue and a new public park to the west.

 

This report provides preliminary information on the above-noted application and seeks North York Community Council's directions on the further processing of the application and on the community consultation process.

That North York Community Council:

 

1. Adopt the staff recommendations in the Recommendations Section of the report (August 20, 2015) from the Director, Community Planning, North York District, with Recommendation 2 being amended to include the following:

 

"That the notice area of the community consultation meeting be extended to include, in addition to the 120 metre notice area,  all Leaside landowners and residents within the area bounded by lands on the north sides of Kilgour Road and Glenvale Road to the north, the Don River to the east, the CP rail corridor to the south, Moore Park Ravine/Beltline Trail to the west, Moore Park Avenue to the north and the lands on the east side of Bayview Avenue; and that the applicant pay the City for the costs associated with extending the notice area."
