Community Council Decision

The Toronto and East York Community Council:


1. Rescinded the "Taxicab Stand" regulation in effect at all times on the north side of Front Street West, east of the entrance to Royal York Hotel.


2. Rescinded the "Taxicab Stand" regulation in effect at all times on the south side of Front Street West, between a point 24.8 metres east of York Street and a point 110.3 metres east of York Street.


3. Rescinded the "Taxicab Stand" regulation in effect at all times on the south side of Front Street West, between a point 30.5 metres west of Bay Street and a point 31.5 metres further west.


4. Rescinded the "No Parking Anytime" regulation on the south side of Front Street West, between a point 138.7 metres east of York Street and a point 38.1 metres further east.

Summary

This letter recommends that Toronto and East York Community Council approve traffic and parking regulations on the recently reconstructed section of Front Street West, between York Street and Bay Street.

 

City Council, at its meeting of March 5, 2012, authorized the General Manager of Transportation Services to issue a Notice of Completion and to file the Environmental Study Report for the Front Street Reconfiguration Class Environmental Assessment Study (Item PW12.5).

 

The approved Environmental Study Report preferred design included the following main features:

 

  A reduction in the number of traffic lanes from two lanes to one lane (widened to 4.75m to better accommodate cyclists) in each direction with a centre median and left turn lanes at appropriate locations.

 

 A mid-block pedestrian crossing area, with a slightly raised elevation (flush with the adjacent sidewalks) and specialized surface treatment.

 

 Widened sidewalks and boulevard areas on both the north and south sides of Front Street which will allow tree planting on the north side and the expansion of the public realm and civic plaza on the south side.

 

 Enlarged pedestrian areas and widened crosswalks at both the Front/Bay and Front/York/University intersections to accommodate increased pedestrian volumes.

 

 Provision of designated lay-by areas to accommodate taxi and private automobile and motor coach pick-up and drop-off activity.

 

The reconstruction has been ongoing for several years and is now complete. As a result it is necessary to modify the traffic and parking regulations to better suit the reconfigured roadway to accommodate the various road uses as indicated within the Environmental Study Report.

 

This matter is urgent as Front Street West at Union Station has reopened and parking regulations are required to allow safe vehicle, pedestrian and cycling operations at this transit hub.
