HU8.6 - Toronto Public Health 2016-2025 Capital Budget and Plan In Year Adjustment for the Relocation and Expansion of Dental Clinic at Scarborough Civic Centre

Committee Decision
The Board of Health Budget Committee recommends to the Board of Health that:
1. City Council approve the repurposing of $0.499 million in the Toronto Public Health Efficiency Reserve Fund (XR1108) to fund the Expansion and Relocation of the Toronto Public Health dental clinic at the Scarborough Civic Centre.
2. Subject to approval of Recommendation 1 above, City Council increase the Toronto Public Health 2016 - 2025 Approved Capital Budget and Plan by adding a new capital project, Relocation and Expansion of Dental Clinic, with a total project cost of $1.067 million, funded through a combination of Development Charge Reserve Fund ($0.568 million) and Toronto Public Health Efficiency Reserve Fund ($0.499 million) with a cash flow of $0.102 million in 2016 and future commitments of $0.965 million in 2017.
3. City Council approve the discontinuation of the Toronto Public Health Efficiency Reserve Fund (XR1108) at the completion of the Relocation and Expansion of Dental Clinic Capital project which will fully deplete the fund.
4. City Council direct the Chief Corporate Officer to enter into an agreement to the satisfaction of the Chief Operating Officer and the City Solicitor with the Toronto District School Board to share space at 150 Borough Drive for relocating and expanding the Dental Health clinic currently located at 160 Borough Drive.
5. The Board of Health forward the report (September 14, 2016) from the Acting Medical Officer of Health to the City's Budget Committee for its consideration at the meeting on October 14, 2016.

Summary
Toronto Public Health (TPH) is seeking approval and one time capital funding to expand and relocate its Scarborough dental clinic located at Scarborough Civic Centre. This relocation and expansion will address the issue of overcrowding, wait lists, and will help increase service delivery for the growing demand of emergency dental care and preventive services.
