The City-School Boards Advisory Committee recommends to the Executive Committee that:

 

1.  The General Manager, Parks, Forestry and Recreation, in consultation with school board officials, be requested to report to the Community Development and Recreation Committee in the second quarter of 2017 on a recommended approach for agreements for city-funded assets on school board property.

Summary

My request comes from an experience on renovating green space on school property.  It came to my attention that the standard TDSB community use agreement allows for the agreement to last for only five years even if the play equipment has been fully paid for by the city or through community fundraising.  The community and/or the city loses all control even as it may have paid the full freight of the project.  In most cases, it does not matter; but given that legal agreements are being in place, it is important to get it right to assure community access for the life of the asset.  Of course, the agreement would need to make provisions for extenuating circumstances, for example school accommodations need.
