City Council Decision

City Council on December 5, 6, 7 and 8, 2017, adopted the following:

 

1. City Council request the Toronto Transit Commission in collaboration with the Toronto Parking Authority, to undertake a study to assess the parking needs for the terminus of the Line 2 subway line at Kipling Station to ensure that suburban commuters have access to adequate parking which would allow and encourage the use of public transit.

 

2. City Council request the Toronto Realty Agency and the Toronto Parking Authority to assess parking requirements as part of the future Etobicoke Civic Centre to encourage the use of public transit from the new city centre.

Motion to Introduce Motion without Notice moved by Councillor Mark Grimes (Carried)

That Councillor Justin J. Di Ciano be permitted to add to the agenda of today's meeting an urgent Motion without Notice concerning:
 

Above Ground Parking Deck at Kipling Hub 


Reason for Urgency:

 

This Motion is urgent as the parking deficiencies in the area are now at a critical level impacting local businesses and aggravating traffic congestion at a dangerous rate.

Point of Order by Councillor Gord Perks

Councillor Perks, rising on a Point of Order, stated that he had concerns with the Motion as it indicates that it is urgent but is a report request with no time line.  Councillor Perks further stated that within the last three meetings, City Council has debated and voted on parking at the terminus of subway lines and asked the Speaker to consult with the City Clerk to see if it is properly before Council.

Speaker Nunziata accepted the Point of Order and ruled that Council has already voted to introduce the urgent Motion and that the Motion is before Council.

Councillor Perks, rising on a Point of Order, stated that Members did not get to see the entire Motion when voting to add it to the agenda however he did not vote to reconsider a previous debate about transit.


Point of Order by Councillor James Pasternak

Councillor Pasternak, rising on a Point of Order, stated that it is not a re-opening.

Ruling by Speaker Frances Nunziata
Speaker Nunziata accepted the Points of Order and ruled that Council had voted to add the Motion to the agenda and once Council gets to that Motion, Members can debate it if they wish.
